How much does flat roof waterproofing cost in Luxembourg?
Redoing the waterproofing of a flat roof in Luxembourg costs €45 to €100/m² depending on the membrane (bitumen, EPDM, PVC or liquid resin), plus €15 to €35/m² to remove the old one. Insulating at the same time adds €90 to €160/m² excl. VAT for a warm roof. 3% VAT applies, and the Klimabonus supports the insulation, not the membrane.
- Membrane installed: bitumen €45–70/m², PVC or TPO €50–80/m², liquid resin €55–100/m², EPDM €60–95/m²
- 50 m² flat roof in EPDM, removal included: €3,750–6,500 excl. VAT, scaffolding extra (€500–2,000)
- Warm-roof insulation: €90–160/m² excl. VAT; Klimabonus €35–115/m² depending on the insulant (€40–140 until 30 June 2027), at most 60% of the cost
- Conventional fossil insulants (PUR, PIR, XPS): no grant, unless over 50% recycled content or a green roof
- Indicative lifespan: bitumen 15–20 years, PVC 25–35 years, EPDM 40–50 years
- Works: 2 to 4 days without insulation, 4 to 7 days with it, ideally April to September

What does flat roof waterproofing cost per m² in Luxembourg?
In Luxembourg, flat roof waterproofing is priced per installed m²: €45 to €70 for two-layer bitumen, €50 to €80 for PVC or TPO, €55 to €100 for liquid resin and €60 to €95 for EPDM. On top come removal of the old membrane (€15 to €35/m²), substrate preparation and, often, scaffolding.
| System installed | 25 m² | 50 m² | 100 m² |
|---|---|---|---|
| Two-layer bitumen (€45 – 70/m²) | €1,125 – 1,750 | €2,250 – 3,500 | €4,500 – 7,000 |
| PVC or TPO (€50 – 80/m²) | €1,250 – 2,000 | €2,500 – 4,000 | €5,000 – 8,000 |
| Liquid resin (€55 – 100/m²) | €1,375 – 2,500 | €2,750 – 5,000 | €5,500 – 10,000 |
| EPDM (€60 – 95/m²) | €1,500 – 2,375 | €3,000 – 4,750 | €6,000 – 9,500 |
| Removing the old membrane (€15 – 35/m²) | €375 – 875 | €750 – 1,750 | €1,500 – 3,500 |
Extra items to budget: substrate repair (€20 to €50/m² if the slab or insulation is damaged), rainwater outlets (€150 to €400 each), scaffolding or lift (€500 to €2,000), final leak test (€200 to €500). The price per m² falls above 80 m² as fixed costs are spread; under 30 m², travel weighs heavily.
Removal of the old membrane €1,250, substrate preparation €750, EPDM membrane supplied and fitted with upstands €4,000, scaffolding €800: €6,800 excl. VAT. With 3% VAT: €7,004, instead of €7,956 at 17%, a saving of €952.
Bitumen, EPDM, PVC or resin: which system should you choose?
Two-layer bitumen remains the cheapest and is easy to repair, EPDM lasts longest and is laid cold, PVC or TPO suits roofs walked on for maintenance, and liquid resin handles complex shapes and local repairs. The choice depends on the substrate, the roof’s use and how long you want it to last.
| System | Installed price | Indicative lifespan | Strengths | Limits |
|---|---|---|---|---|
| SBS or APP two-layer bitumen | €45 – 70/m² | 15 – 20 years | Economical, proven, repairable | Torch-welded, shorter life |
| EPDM (synthetic rubber) | €60 – 95/m² | 40 – 50 years | Longevity, cold-laid, very elastic | Seams need care, upfront cost |
| PVC or TPO | €50 – 80/m² | 25 – 35 years | Hot-air welded, light colour | Sensitive to punctures, needs separation from bitumen |
| Liquid resin | €55 – 100/m² | 15 – 25 years | Seamless, ideal for details and small areas | Specialist skill, costly on large areas |
« Roofing », the common local name for bituminous membranes, refers to the bitumen system. When renovating over old but sound bitumen, a new bituminous layer is often the most economical option; for a long horizon, EPDM is increasingly the choice. An accessible flat roof used as a terrace needs heavy protection and railings: see our terrace waterproofing page.
Should you insulate at the same time, and with what Klimabonus?
Redoing the waterproofing is the right moment to insulate: in a warm roof, rigid insulation is laid on a vapour barrier under the new membrane, for €90 to €160/m² excl. VAT. The Klimabonus supports this item at €35 to €115/m² depending on the insulant, or €40 to €140/m² if the approval in principle is requested before 30 June 2027, but not the waterproofing itself, and not conventional fossil insulants.
| Flat roof insulant | Klimabonus (standard III to I) | Note |
|---|---|---|
| Conventional polyurethane, PIR, XPS | No grant | Unless over 50% recycled content or a green roof |
| Fossil with over 50% recycled content, other materials | €35 to €60/m² (€40 to €70) | Manufacturer’s proof required |
| Mineral (high-density rock wool) | €60 to €85/m² (€70 to €100) | Common warm-roof solution |
| Ecological (dense wood fibre, cork) | €90 to €115/m² (€105 to €140) | +€15/m² if from certified sources |
- Conditions: building over 10 years old; approval in principle before works; at least 20 cm of insulation (conductivity 0.035) for standard III; approved company or energy advisor support; grant capped at 60% of the cost excl. VAT
- Green roof: €15/m² increase, and fossil insulants become eligible again; check the slab’s load capacity
- Inverted roof (insulation laid over the membrane, under ballast): the XPS used is a fossil insulant, not supported except as above
- Insulating from below (under the slab, inside): €50 to €80/m² excl. VAT, without touching the waterproofing
Example on 80 m²: standard II rock wool fitted at €125/m² excl. VAT, i.e. €10,000 excl. VAT. The increased flat rate would give €80/m² × 80 m² = €6,400, capped at 60% of the cost: a €6,000 grant. The same roof insulated with conventional PIR: €0. Prices for all techniques: insulation cost; full amounts: grants and Klimabonus.
Repair or redo: which signs of wear should you watch?
Flat roof waterproofing needs redoing when water stands for more than 48 hours after rain, the membrane blisters or cracks at the upstands, stains appear on the ceiling, or simply when a bituminous membrane is over 15 to 20 years old. An isolated leak is repaired; a membrane worn across the whole area is replaced.
| Finding | Solution |
|---|---|
| Local leak at an upstand or junction | Local repair, often with liquid resin, without redoing the whole area |
| Blisters and cracks over a large area, old membrane | Full replacement with removal |
| Old membrane but dry and well bonded | New membrane laid on top after diagnosis: saves removal (€15 to €35/m²) |
| Waterlogged insulation under the membrane | Full removal and new insulation (€90 to €160/m² excl. VAT) |
| Moss, blocked outlets | Cleaning: check outlets in spring and autumn |
These products hide the leak for a few months without fixing the cause, and complicate the later replacement. Have a waterproofer diagnose first, with a moisture test of the substrate if the insulation is suspect.
3% VAT, permits and asbestos: what should you know?
The roof and its waterproofing are explicitly listed among works invoiced at 3% VAT in a home at least 10 years old used as a main residence. As a rule, redoing the waterproofing without changing the appearance does not need a permit; raising the roof to insulate it or making it accessible does, depending on your municipality’s regulation.
- VAT: 3% on removal, membrane, upstands and insulation, for the main residence of the owner or tenant; approval requested by the company before the works for any quote of at least €3,000 excl. VAT; benefit capped at €50,000 per dwelling. Solar panels later fitted on the roof are invoiced directly at 3%, outside that cap
- Permit: the model regulation recommended to municipalities exempts renovating or insulating a roof without a significant change in appearance and allows a derogation of up to 0.50 m on heights for external insulation; in Luxembourg City, redoing a roof needs a declaration outside protected areas
- Asbestos: old membranes, adhesives or sheets may contain it; have a survey done before removal, see our asbestos page
- Co-ownership: the roof is a common part; insulating it, as an energy renovation, is voted by a majority of all co-owners’ votes
Full conditions: 3% VAT and building permit pages.
How do waterproofing works run, and what guarantees apply?
Waterproofing a 50 to 100 m² flat roof takes 2 to 4 days without insulation and 4 to 7 days with it, preferably from April to September: bitumen is laid on a dry substrate, whereas cold-bonded EPDM tolerates a wider temperature range.
- Diagnosis of the membrane and substrate and, if needed, an asbestos survey
- Klimabonus approval in principle if you insulate, VAT approval, declaration to the municipality if required
- Site set-up, protection, scaffolding or lift
- Removal of the old waterproofing and waste disposal
- Substrate preparation and drying
- Vapour barrier and rigid insulation, if insulation is planned
- New membrane and upstands on parapets, outlets
- Leak test by flooding or spraying, handover report
The 10-year liability the Civil Code sets for major works in principle covers the roof and its waterproofing; since insuring that liability is not compulsory in Luxembourg, ask for the insurance certificate before signing. Maintenance: clean the outlets twice a year and check the upstands every year.
Which waterproofing company for a house flat roof or an industrial building?
For a house, use a roofer-waterproofer established in Luxembourg who prices the system, membrane thickness and reference, removal, upstands and outlets. For an industrial or commercial roof of several hundred m², the price per m² falls but requirements change (mechanical fixing, worker safety, business continuity), and neither 3% VAT nor the Klimabonus Wunnen, both reserved for housing, apply.
- In the quote: system, membrane thickness and brand; removal and disposal; treatment of upstands and outlets; insulant type, thickness and thermal resistance; VAT rate; guarantees; schedule
- To check: business permit, insurance certificate, references of recent flat roofs
- At least 3 quotes: gaps easily reach 30% for identical works

Frequently asked questions about flat roof waterproofing
How long does flat roof waterproofing last?
As a guide, 15 to 20 years for two-layer bitumen, 25 to 35 years for a PVC or TPO membrane, 40 to 50 years for EPDM and 15 to 25 years for liquid resin. The quality of installation and upstands matters as much as the material, and regular outlet maintenance clearly extends the lifespan.
Can a new membrane be laid over the old one?
Yes in some cases: if the old bituminous membrane is dry, well bonded and has no wet insulation beneath, a waterproofer can lay a new layer on top and save the removal, €15 to €35/m². With trapped moisture, widespread blistering or any doubt about asbestos, full removal remains preferable.
Does the Klimabonus fund flat roof waterproofing?
Not for the membrane alone. The Klimabonus supports the insulation laid at the same time, at €35 to €115/m² depending on the insulant, or €40 to €140/m² if the approval in principle is requested before 30 June 2027, within 60% of the cost excluding VAT. Conventional fossil insulants such as PIR or XPS are not supported, unless over 50% recycled or under a green roof.
Is a green roof supported in Luxembourg?
Indirectly, yes: insulation under a green roof gets a €15/m² Klimabonus increase, and fossil insulants become eligible again. Planting protects the membrane from UV and thermal shocks, but makes the roof heavier: have the slab’s load capacity checked before planning it.
What is « roofing » on a flat roof?
« Roofing » is the common name for bituminous waterproofing membranes, laid in one or two layers and torch-welded. It is the cheapest solution, €45 to €70/m² for two layers, with an indicative lifespan of 15 to 20 years. For a longer horizon, EPDM or PVC are the most common alternatives.
What is the difference between roof and terrace waterproofing?
The membranes are the same, but an accessible terrace needs heavy protection over the waterproofing (pedestal paving, tiles, decking), higher puncture resistance and railings. A non-accessible flat roof only receives the membrane and, where relevant, ballast or planting. Our terrace waterproofing page covers the accessible case.
Is flat roof waterproofing guaranteed for 10 years?
The 10-year liability the Civil Code sets for major works in principle covers the roof and its waterproofing, from handover. But in Luxembourg the company is not obliged to insure that liability: ask for the insurance certificate before signing and keep the handover report.
