Heat pump grants and subsidies in Luxembourg 2026: Klimabonus, Enoprimes and how to combine them

Since 1 January 2026, the Klimabonus Wunnen has been completely overhauled for heat pumps: amounts are now fixed flat-rate grants, the 10-year boiler age requirement has been removed, and grants have been increased. In 2026, the Klimabonus reaches €10,000 for an air-water heat pump and €12,000 for a geothermal heat pump when replacing a fossil fuel boiler — capped at 50% of total investment. Add Enoprimes (€1,000–2,000), 3% reduced VAT, municipal grants up to 50% of the state grant, and the oil tank removal grant (€1,500): combined subsidies can cover over 50% of total cost.

💡 Combining with full energy renovation

The Klimabonus for heat pumps is fully stackable with grants for thermal insulation, solar panels, or any other energy renovation measure. A combined renovation (insulation + heat pump) maximises total grants and extends the invoicing window to 31 December 2035 — compared to 2030 for technical installations alone.

Klimabonus 2026 — exact amounts by heat pump type

The Klimabonus Wunnen is the main Luxembourg state grant for heat pumps. Its new regime (in force since 1 January 2026) replaces the percentage-based system with fixed flat-rate amounts. The amount depends on the HP type, the building type, and the installation scenario.

Detached house — Klimabonus HP amounts

HP type Fossil boiler replacement Existing building (no fossil replacement) New build
Air-water HP €10,000 €6,000 €3,000
Geothermal HP
(boreholes, ground collectors or latent heat storage)
€12,000 €8,000 €3,000*
Air-air HP Not eligible for Klimabonus

Source: Guichet.lu — Klimabonus 2026 regime. * New build: only air-water HP or compact unit (HRV + exhaust-air HP) eligible at €3,000 for detached houses.

Apartment block — Klimabonus HP amounts per unit

HP type Fossil boiler replacement (per unit) No fossil replacement (per unit) Cap per building
Air-water HP €8,000 €3,000 €24,000
Geothermal HP €10,000 €5,000 €50,000
📋 50% cap rule

The Klimabonus cannot exceed 50% of total investment cost (equipment + installation). If your air-water HP costs €14,000 all in, the cap is €7,000 — not €10,000. In practice, for installations above €20,000 (the majority of cases), this cap is not reached.

What changed with the 2026 Klimabonus regime for heat pumps

The previous regime (RGD 2022) expired on 31 December 2025. Here is the full before/after comparison, followed by details of each change.

Point Old scheme (before 2026) New scheme (since Jan. 2026)
Calculation method % of investment cost Fixed flat-rate per installation type
Boiler condition Fossil boiler ≥ 10 years required ✓ Removed — any fossil boiler eligible
Air/Water HP — replacement €9,500 €10,000 (+€500)
Geothermal HP — replacement €14,000 €12,000 (-€2,000)
Tripartite bonus Separate bonus Integrated into base amounts
Social top-up Not available ✓ New — doubling for low-income households
Direct electric heating Not eligible for replacement bonus ✓ New — eligible on same terms as fossil boiler
Reduced VAT Properties >20 years old Properties >10 years old (threshold lowered)
Time frame Previous scheme Works invoiced 2026–2030 (2035 if combined with envelope renovation)
⚠ Watch out

The Klimabonus for geothermal heat pumps drops from €14,000 to €12,000. Factor this into your financing plan. The 50% cap on total cost remains unchanged.

✓ Good news

The removal of the 10-year boiler age requirement means all homeowners can now replace their fossil fuel system proactively, without waiting.

Key additional changes: fixed flat rates replacing complex percentage calculations; direct electric heating (convectors, electric radiators) now eligible for the replacement bonus; invoicing window extended to 2035 when combined with envelope renovation; new €500 HEMS grant for energy management systems connecting at least 2 devices (applicable from 1 October 2026).

⚠️ Legislative status

As of June 2026, the law establishing the new 2026 Klimabonus regime (bill 8585) was still undergoing legislative procedure. Applications can already be submitted with retroactive effect to 1 January 2026, but final processing is subject to publication in the Mémorial.

Technical eligibility conditions for Klimabonus heat pump grants

Your heat pump installation must meet precise technical conditions defined by the 2026 regime and verified during application review. A single unmet criterion can invalidate your application.

Technical criterion Air-water HP Geothermal HP
Minimum COP ≥ 3.1 at A7/W35 (EN 14511) ≥ 4.3 at B0/W35 (EN 14511)
Max. flow temperature 35°C (W35)
Electricity meter Mandatory — dedicated meter for the HP
Heat meter Mandatory
Hydraulic balancing Mandatory at installation
Buffer tank Min. 30 l/kW thermal — except Inverter (variable-speed) HPs
Hybrid HP coverage ≥ 70% of annual heat demand in HP mode

Acoustic requirements — air-water HP outdoor unit

Nominal HP output (ErP label) Max. sound power LW (dB(A))
≤ 5 kW48 dB(A)
>5 and ≤12 kW51 dB(A)
>12 kW55 dB(A)

If the outdoor unit exceeds these thresholds, additional soundproofing can be installed, or the noise level at the nearest adjacent building plot boundary must not exceed 40 dB(A), requiring a prior acoustic assessment.

Administrative conditions: Luxembourg-based residential property (primary, secondary or rental), owned by the applicant, installed by a Chambre des Métiers-registered professional, invoices dated 1 January 2026 to 31 December 2030 (2035 if combined with envelope renovation), application submitted within 4 years of 31 December of the invoicing year.

Other grants that can be combined with Klimabonus

1

Enoprimes — Enovos/Creos and SUDenergie

Enoprimes are grants from Luxembourg’s energy suppliers averaging €1,000–2,000 for an air-water heat pump. Critical rule: the application must be registered before signing your order form. Signing first means the grant is permanently lost.

2

Reduced VAT at 3% (instead of 17%)

For properties more than 10 years old (threshold lowered from 20 years since 2026), VAT on heat pump installation is 3%. On a €20,000 (excl. tax) installation, this saves €2,800. Applied automatically on the installer’s invoice — nothing to apply for.

3

Municipal grants — up to 50% of Klimabonus

Many municipalities offer additional grants of 10–50% of the Klimabonus amount. Luxembourg City offers up to 50% (€5,000 extra for an air-water HP replacement). Differdange (40%), Lintgen (50%, max. €1,500), and Bertrange (25%, max. €1,800) also offer significant grants. Check with your municipality or use the Klima-Agence simulator.

4

Klimaprêt — subsidised loan for remaining cost

A preferential loan at 1.5% subsidised interest from BCEE or BGL BNP Paribas, financing up to €100,000 of energy renovation works. The state subsidy is capped at 10% of the borrowed capital.

💡 Order of applications is critical

(1) Enoprimes — before signing the order form, (2) Klimabonus prior approval — before starting works, (3) Municipal grants, (4) Klimaprêt if needed. Reversing these steps can cost thousands in lost grants.

How much can you receive in total — worked examples

By combining all available grants, subsidies can cover a very significant share of the cost. Two representative examples for an oil boiler replacement in Luxembourg City:

Grant source Air-water HP — 120 m² house Geothermal HP — 150 m² house
Total cost (incl. 3% VAT) €22,600 €38,600
Klimabonus (fossil boiler replacement) − €10,000 − €12,000
Oil tank removal − €1,500 − €1,500
Enoprimes (est.) − €1,500 − €1,500
VAT saving (3% vs 17%) − €2,730 − €4,680
Luxembourg City municipal grant (+50% Klimabonus) − €5,000 − €6,000
Total combined grants €20,730 €25,680
Estimated out-of-pocket ≈ €1,870 ≈ €12,920

Indicative simulations 2026. Exact amounts vary by municipality, installer and model. Costs include 3% VAT (property over 10 years old).

Social top-up — doubling Klimabonus for low-income households

Since 2026, a new measure allows low-income households to receive double the standard Klimabonus grant. For a fossil boiler replacement with an air-water HP, this means up to €20,000 instead of €10,000.

Without social top-up

  • Klimabonus: €10,000
  • Enoprimes: ~€1,500
  • 3% VAT: ~€2,800
  • Total grants: ~€14,300
VS

With social top-up

  • Doubled Klimabonus: €20,000
  • Enoprimes: ~€1,500
  • 3% VAT: ~€2,800
  • Total grants: ~€24,300
⚠️ Income conditions

The social top-up is subject to income conditions set by the Luxembourg Ministry of Housing. The application is made separately from the standard Klimabonus. Check your eligibility at logement.public.lu.

Step-by-step guide to claiming your heat pump grants

1

Simulate your project and grants

Use the Klima-Agence simulator for official amounts by municipality.

2

Register Enoprimes BEFORE signing the quote

Visit enoprimes.lu or use a partner installer. If you sign the quote before registering, the grant is permanently lost.

3

Energy audit (if combining multiple works)

Mandatory if your HP project is combined with other renovation works. Partially subsidised (€400 for offer compliance check, €500 for site inspection). A simplified procedure without audit is available for a standalone HP.

4

Obtain the Klimabonus prior approval — form DEPA-2026

Submit form DEPA-2026 on MyGuichet.lu with required attachments (POCH-2026 technical sheet, detailed quote, proof of building age, energy advisor report if applicable). Do not start any works before receiving written approval.

5

Choose a certified installer and compare at least 2–3 quotes

Must be registered with the Chambre des Métiers. Price differences of €3,000–5,000 for the same installation are common. Ensure the quote explicitly includes hydraulic balancing, mandatory meters, and buffer tank if required.

6

Installation (2–3 days for air-water)

Add 1–2 weeks for geothermal (drilling or horizontal collector installation). Includes outdoor unit, indoor unit, hydraulic connection, meters and hydraulic balancing.

7

Reception request to the Chambre des Métiers

The installer must submit a reception request within one month of commissioning. This step is mandatory for Klimabonus validation. Confirm it in writing with your installer.

8

Submit final payment request on MyGuichet.lu

Include: DEPA-2026, POCH-2026 (completed by installer), CCPOCH-2026 conformity certificate, detailed paid invoices, IBAN. Payment typically within 4–12 weeks of a complete validated file.

9

Apply for municipal grants and finalise Enoprimes

Contact your municipal administration with your Klimabonus notification. Submit Enoprimes documentation for supplier grant payment. These are typically paid within 4–6 weeks of a complete submission.

📋 Key procedural reminder

The order is non-negotiable: Enoprimes before ordering → Klimabonus prior approval before works → payment application after works. Any reversal results in permanent loss of one or more grants. If in doubt, contact the Klima-Agence on +352 40 85 85.

Critical mistakes that will cost you the Klimabonus

Starting works before obtaining prior approval

Without prior approval, you permanently lose all Klimabonus entitlement. No exception, no recourse. Form DEPA-2026 on MyGuichet.lu must be validated before any order or start of works.

Signing the quote before registering Enoprimes

€1,000–2,000 permanently lost with no recourse. Register at enoprimes.lu before signing anything.

Using an installer not registered with the Chambre des Métiers

Only registered professionals qualify. Self-installation or unregistered contractors result in full ineligibility.

Forgetting hydraulic balancing or mandatory meters

Missing these in the technical file means grant refusal. Verify your quote explicitly includes all three.

Ignoring municipal grants

Thousands of euros in additional grants are commonly missed. Always check with your municipality.

Taking a standard loan instead of a Klimaprêt

If you need to finance the remaining cost, use a Klimaprêt from a partner bank (BCEE, BGL BNP Paribas) rather than a standard loan. The 1.5% interest subsidy saves several hundred euros over the loan period.

Frequently asked questions about heat pump grants in Luxembourg

What is the Klimabonus amount for a heat pump in 2026?

Since January 2026, the Klimabonus is a fixed flat-rate grant. For replacing a fossil boiler or direct electric heating: €10,000 for an air-water HP and €12,000 for a geothermal HP. New installation in existing property (no fossil replacement): €6,000 (air-water) and €8,000 (geothermal). New builds: €3,000. The 50% total cost cap applies in all cases.

Is the air-air heat pump eligible for Klimabonus?

No. Only air-water and geothermal heat pumps connected to the central heating system are eligible. Air-air HPs may qualify for Enoprimes under certain conditions.

Does my boiler still need to be more than 10 years old?

No. The minimum boiler age requirement has been completely removed in the 2026 regime. Regardless of the age of your fossil fuel boiler, you qualify for the replacement Klimabonus as long as you meet the other technical conditions.

Can Klimabonus be combined with Enoprimes and municipal grants?

Yes, all grants are fully stackable. The mandatory rules: register the Enoprimes application before signing the installer’s contract, and obtain the Klimabonus prior approval before starting works.

Is Klimabonus paid to the installer or the homeowner?

The Klimabonus is paid directly to the homeowner after works completion and full dossier validation on MyGuichet.lu. Unlike PV installations, there is no pre-financing mechanism for heat pumps as of June 2026. You must advance the full cost and receive reimbursement within 4–12 weeks.

Is a hybrid heat pump eligible for Klimabonus?

Yes. Non-fossil hybrid HPs (air-water or geothermal hybrid) are eligible, provided they can operate alone in monovalent mode and cover at least 70% of annual heat demand in HP mode.

What documents are needed for the Klimabonus heat pump application?

Form DEPA-2026, POCH-2026 technical sheet (completed by installer), CCPOCH-2026 conformity certificate, detailed paid invoices with proof of payment, recent IBAN, and if applicable, the energy advisor’s report. For condominiums, also COLL-2026 and PROC-2026 proxy forms.

Is Klimabonus taxable income in Luxembourg?

No. The Klimabonus is not considered taxable income for private individuals and does not need to be declared on your income tax return. For landlords subject to rental income tax, consult a tax advisor.

Is Klimabonus available for secondary residences and rental properties?

Yes. Klimabonus applies to all residential properties in Luxembourg: primary residences, secondary residences and rental properties. The owner is the applicant in all cases.

Does a heat pump improve the energy class of my home?

Yes. Replacing a fossil fuel boiler with a heat pump has a significant impact on the Energy Performance Certificate (EPC). Combined with good insulation, it can improve your home’s energy class by 2–3 grades, directly increasing property value.
