What grants are available for a heat pump in Luxembourg in 2026?

In Luxembourg, the Klimabonus Wunnen (law of 24 July 2026) pays €12,000 for an air-to-water heat pump and €14,000 for a ground-source heat pump replacing fossil or electric heating in a house, provided the order is placed by 30 June 2027 (€10,000 and €12,000 after that). Up to €5,500 in bonuses and 3% VAT come on top. You apply after installation.
- Air-to-water, house, replacing fossil or direct electric heating: €12,000 for an order placed between 1 January 2026 and 30 June 2027 and invoiced before the end of 2028, €10,000 after that
- Ground source: €14,000, then €12,000; with no fossil or electric heating to replace: €4,000 less
- Bonuses: oil tank removed +€1,500, radiator adaptation 50% of costs (max. €2,000), drinking-water protection zone +€2,000: up to €17,500 in total
- New build: €3,000 for an air-to-water heat pump, with no increase
- Procedure: no approval in principle, application after installation within 4 years; deduction on the invoice possible for invoices issued from 1 January 2027
- Not subsidised: air-to-air heat pumps (reversible air conditioning) and hybrids with a fossil back-up

2026 Klimabonus amounts for a heat pump
Since 1 January 2026, the Klimabonus Wunnen pays a fixed amount per heat pump, regardless of output, set by the law of 24 July 2026. Until 30 June 2027, an extra €2,000 is added for heat pumps installed in an existing building.

Apartment buildings: €8,000 per home for air-to-water (€10,000 with the increase), capped at €24,000 per building (€30,000 with the increase, under the law); €10,000 per home for ground source (€12,000), capped at €50,000 (€60,000). Without replacing fossil or electric heating, the grant drops by €5,000 per home. In a new build: €2,000 per home, up to €10,000.
Two caps apply: the Klimabonus cannot exceed the invoice amount excluding VAT, and a house receives only one grant among heat pump, wood boiler and district-heating connection. There is no 50% cost cap for a heat pump. For ground source in a new build, the amount remains to be confirmed with Klima-Agence.
What changed in 2026 for heat pump grants
The 2026-2030 Klimabonus scheme replaces percentages with flat amounts, drops the age condition for the boiler being replaced and applies retroactively from 1 January 2026, even though the law was only passed in July 2026.

Legal basis: the law of 24 July 2026 on the aid scheme promoting sustainability, rational use of energy and renewable energy in housing. Invoices for technical installations are eligible from 1 January 2026 to 31 December 2030, and until 31 December 2035 if the heat pump is part of an energy renovation.
Technical conditions for the Klimabonus
The heat pump Klimabonus is only paid if the model and the installation meet efficiency, noise and equipment requirements, checked on the technical sheet completed by the installer.

A hybrid heat pump is only eligible if it has no fossil back-up, can run on its own and covers at least 70% of demand. A compact unit combining ventilation and an exhaust-air heat pump is subsidised like an air-to-water unit. Bonuses and aid you can combine with the Klimabonus
Three bonuses are added to the base amount when a heat pump replaces a boiler, and several schemes can be combined with the Klimabonus: 3% VAT, the Klimaprêt, the social top-up, energy management systems, solar thermal and Enoprimes.

The Klimaprêt is not an interest-free loan: it is a standard bank loan, with an optional State guarantee of up to €50,000; both are requested with form F3 at the Guichet unique des aides au logement. Your commune usually adds its own grant too: €500 to €6,000 for an air-to-water heat pump in 84 of the 100 communes, on request in 11 others (commune grant for a heat pump, commune by commune). Some energy suppliers also pay a premium: check the conditions before signing, as some require an application in advance. How much aid in total? Five typical cases
For a house replacing an oil boiler with an air-to-water heat pump ordered in 2026, the combined grants reach €17,500 in the government’s official example: €12,000 base with the increase, plus the three bonuses.

Ordered from 1 July 2027, the first four cases receive €2,000 less; new builds get no increase. What these grants leave you to pay, depending on the installation price, is worked out on the heat pump price page.
Social top-up: extra aid for lower incomes
The social top-up adds 10 to 100% of the Klimabonus granted, depending on income and household composition, without exceeding the actual cost of the works. It is not an automatic doubling: most eligible households receive a partial percentage.

Conditions: be the owner, hold no more than a third of another home, a home over 10 years old used as main residence for at least 2 years, and apply within 2 years of the Klimabonus being granted (form F3 at the Guichet unique des aides au logement). The legal text still refers to the former Klimabonus law: have the Guichet unique confirm that it applies to the 2026 scheme before counting on it.
How to apply for the heat pump Klimabonus, step by step
For a heat pump, everything happens after installation: there is no approval in principle to obtain, and you have 4 years from 31 December of the invoice year to file the application.
Before signing: check the model and date the order
Get written confirmation of the COP at A7/W35 and the sound power of the proposed model. Keep the dated order form: it proves your entitlement to the increase until 30 June 2027.
During the works: VAT and required equipment
The installer files the 3% VAT approval request before the works, which you countersign, and fits the meters, hydraulic balancing and buffer tank where needed.
Within a month: acceptance request
The installer requests acceptance of the heat pump by the Chambre des Métiers within a month of commissioning. Ask for proof of the appointment request.
The file
Form DEPA-2026, technical sheet POCH-2026 completed by the installer, itemised invoices and proof of the acceptance request, plus the documents for any bonus (tank invoice, protection-zone map).
Filing
On MyGuichet.lu, or at the Guichet unique des aides au logement (11, rue de Hollerich, tel. 80 02 10 10). The file is handled by the Environment Agency (AEV); Klima-Agence gives free advice on 8002 11 90.

Mistakes that cost all or part of the Klimabonus
Most refusals and reduced grants come from six avoidable mistakes, almost all made at the quote stage.
- Ordering after 30 June 2027 without realising: €2,000 less.
- Choosing a model below the thresholds for COP or sound power: grant refused.
- Leaving out required equipment: electricity meter, heat meter, hydraulic balancing or buffer tank.
- Skipping the acceptance request to the Chambre des Métiers within a month of commissioning.
- Opting for a gas hybrid or an air-to-air heat pump expecting a grant: €0.
- Missing the deadline of 4 years after the invoice year.

How much is the Klimabonus for an air-to-water heat pump in 2026?
For a house replacing fossil or direct electric heating, the Klimabonus for an air-to-water heat pump is €12,000 if the order is placed between 1 January 2026 and 30 June 2027 and invoiced by 31 December 2028, then €10,000. Bonuses can be added: €1,500 for the oil tank, 50% of radiator adaptation costs up to €2,000, and €2,000 in a drinking-water protection zone.
Do I need an approval in principle before installing a heat pump?
No. For a heat pump, as for other technical installations, there is no approval in principle: the Klimabonus application is filed after installation. Prior approval only concerns insulation, windows and ventilation. Do keep the dated order form, which proves your entitlement to the increase, and check that the installer requests acceptance from the Chambre des Métiers.
Is the Klimabonus reduced if I am not replacing a fossil-fuel boiler?
Yes, by €4,000 for a house and by €5,000 per home in an apartment building. An air-to-water heat pump then receives €8,000 for an order placed by 30 June 2027, then €6,000. Replacing direct electric heating, such as convector heaters, counts as a replacement and qualifies for the full amount. The age of the old boiler no longer matters since 2026.
Can the Klimabonus be deducted directly from the installer’s invoice?
Not yet for a heat pump. Pre-financing, where a firm listed in the Environment Agency’s register deducts the grant from the price excluding VAT, only applies to heat pumps and insulation for invoices issued from 1 January 2027. The amount is the same as under the standard procedure. Until then, you pay the invoice and receive the grant after your application.
How long do I have to apply for the Klimabonus after installation?
You have 4 years from 31 December of the invoice year, and no later than 31 December 2039. A heat pump invoiced in November 2026 can therefore be claimed until 31 December 2030. Still, do not wait: the file requires proof of the acceptance request to the Chambre des Métiers, which is easier to gather right after commissioning.
Can a landlord receive the Klimabonus for a heat pump in a rented home?
Yes. The Klimabonus is open to individuals and to private or public legal entities other than the State, with no main-residence condition: a landlord qualifies for a rented home. 3% VAT also applies if the tenant uses it as main residence. The social top-up and the Klimaprêt, however, are reserved for owners living in the home.
Do lower-income households receive extra aid?
In principle yes: the social top-up adds 10 to 100% of the Klimabonus granted depending on income and household composition, but its application to the 2026 Klimabonus scheme still has to be confirmed with the Guichet unique des aides au logement. The net income ceiling is €45,100.92 for a single person and €67,651.39 for a couple without children. You must be the owner-occupier of a home more than 10 years old and apply within 2 years of the Klimabonus being granted, at the Guichet unique des aides au logement.
Can Enoprimes be combined with the Klimabonus for a heat pump?
Yes. The enoprimes.lu grant programme pays €1,700 to €2,500 for an air-to-water heat pump in a house, plus a €1,000 anniversary bonus in 2026 (amounts checked on 25 September 2026), on top of the Klimabonus. The application must be opened before you place the order, through a partner installer of the programme.
