In what order to decide? The logic that avoids paying twice
The envelope first: insulate what loses the most
A new heat generator in a house that loses 30 % of its heat through the roof is oversized the day you insulate. Roof and attic then walls: these two items, supported by the Klimabonus, reduce the power required — and therefore the price of the heat pump or boiler. Emitters and controls next
Low-temperature radiators, underfloor heating, thermostatic valves, smart thermostat: this decides whether a heat pump will run at 35 °C with a good efficiency or at 55 °C while over-consuming. Hot water and air: the two forgotten items
Domestic hot water accounts for 15 to 25 % of the energy use of an insulated home: the right water heater — thermodynamic or coupled to the heat pump — is decided together with the heating. And a house made airtight by insulation must be ventilated: heat-recovery ventilation recovers 80 to 90 % of the heat in the extracted air.
The maintenance contract, signed on installation day
That is when it is best negotiated. For a boiler it covers the annual service and the regulatory inspection; for an air-to-water heat pump, the inspection required by the law of 17 August 2026. The flue, for its part, is the chimney sweep’s job under the municipal regulation.

No approval in principle is needed for a heat pump or a pellet boiler: the Klimabonus application is filed after installation, within 4 years of the end of the invoice year. Insulation, windows and ventilation, however, require an approval in principle before the works: a contractor who offers to « start in the meantime » makes you lose the grant. My boiler is over 15 years old: where do I start?
With a two-part diagnosis: the state of the envelope (roof, walls, windows) and the combustion efficiency measured by the engineer. Heat pump or pellet boiler: how do I decide?
The heat pump wins in an insulated house with low-temperature emitters: lower investment, a Klimabonus of €10,000 (€12,000 if ordered by 30 June 2027), the cheapest energy. Pellets win when the house is not yet insulated, the high-temperature radiators must stay and a silo can be fitted: they leave oil without touching the network. Both qualify for the Klimabonus; a gas boiler does not.
Can I keep my radiators with a heat pump?
Often yes, provided they are large enough to heat at 45–55 °C instead of 70 °C: in an insulated house, radiators sized for the old boiler are generally oversized and suitable. The engineer checks room by room; replacing a few radiators costs far less than underfloor heating, which remains the ideal option in a heavy renovation.
How long does a heating change take in Luxembourg?
A wall-hung gas boiler is replaced in one day, with one to two weeks’ lead time. A heat pump takes two to three months from design and order to installation, including two to four days on site; the Klimabonus is applied for after installation, with no prior approval. A pellet boiler with silo takes three to five days to install. Ask for quotes in May–September: engineers are available and lead times short.
Which heating for a flat in Luxembourg?
With individual gas heating and no outdoor location, the wall-hung condensing boiler remains the workable solution; a heat pump requires general-meeting approval for the outdoor unit and an acoustic solution. With collective heating, replacing the boiler room is voted in the co-ownership and qualifies for the Klimabonus if it switches to a heat pump, pellets or district heating: bring compared quotes to the meeting.
