Municipal renovation grants in Luxembourg: how much does your commune pay in 2026?
In Luxembourg, 98 of the 100 communes top up the state Klimabonus with their own energy renovation grant, and the other 2 ask you to contact them. Most communes pay 10% to 50% of the state grant, often capped: in Luxembourg City, an air-to-water heat pump receives €12,000 from the state plus €6,000 from the City.
- 98 of 100 communes pay a calculated grant for at least one item; Bettembourg and Mondercange offer grants but ask you to contact them
- Form: in 81 communes, a percentage of the state grant, most often 10% (37 communes), 25% (23), 20% or 30% (7 each) and 50% (5); 5 communes pay flat amounts
- Air-to-water heat pump: €500 to €6,000 in 84 communes (median €1,200), on top of the €12,000 Klimabonus; the commune’s cap applies in 51 communes
- Facade insulation (100 m²): €500 to €3,500 in 87 communes, on top of €7,000 from the state
- Solar PV (6 kWp): €250 to €2,871 in 93 communes, on top of €5,742 from the state
- Most generous: Luxembourg City and Schifflange (€6,000 for an air-to-water heat pump), then Differdange (€5,000) and Steinsel (€4,000)
- Stacking: commune grant + Klimabonus + Enoprimes + 3% VAT; the state’s increase until 30 June 2027 also raises commune grants calculated as a percentage
How much will you get in total?
The renov.lu simulator estimates the budget for your energy renovation and the state grants; add your commune’s row from the table below. You can then receive 3 free, no-obligation quotes from companies established in Luxembourg.
How do municipal grants for energy renovation work?
A municipal grant is an extra amount a commune pays from its own budget, on top of the state Klimabonus, for works carried out in the commune. There is no national scale: each municipal council votes its own regulation, which gives four ways of calculating the grant.
| Calculation method | Example (standard project, September 2026) | How common |
|---|---|---|
| Percentage of the state grant | Luxembourg City: 50% of €12,000 = €6,000 for an air-to-water heat pump | Main rule in 81 communes |
| Capped percentage | Wincrange: 10% of the state grant, but no more than €1,200 for a heat pump | Heat pump capped in 51 communes |
| Flat amount per item | Pétange: €500 for a heat pump, €1,000 for facade insulation | Main rule in 5 communes |
| Amount per kWp (solar PV) | Dippach: 6 kWp × €250 = €1,500 | 5 communes (Dippach, Bettendorf, Biwer, Grevenmacher and Wormeldange) |
| “Contact your commune” | A grant exists, but the amount is not calculated online | All items in Bettembourg and Mondercange; some items elsewhere |
When the grant is a percentage, it follows the state grant. A heat pump ordered, or an approval in principle requested, before 30 June 2027 benefits from the state’s increase, and therefore from a higher commune grant: in Dudelange (25%), an air-to-water heat pump receives €3,000 from the commune with the increase and €2,500 without it.
The most common conditions, to check in your commune’s regulation:
- works eligible for the Klimabonus: most communes calculate their grant from the state decision, so a file rejected by the state then gets nothing from the commune either;
- a home located in the commune;
- an application filed with the commune, within the deadline and on the form set by the regulation;
- possible extra conditions: main residence, a cap per home or per period, a shorter list of items than the state’s.
The municipal regulation prevails: the Klima-Agence simulator gives the amount, not every condition. State amounts by type of work: 2026 grants and Klimabonus.
Commune grant, Klimabonus, Enoprimes and 3% VAT: what can be combined
The commune grant comes on top of the Klimabonus and does not replace it; in principle it can also be combined with the energy suppliers’ Enoprimes and the 3% VAT rate. For an air-to-water heat pump replacing an oil or gas boiler in a house, the layers stack up as follows:
| Grant | Paid by | Amount for an air-to-water heat pump | When to apply |
|---|---|---|---|
| Klimabonus Wunnen | State (Environment Agency) | €12,000 if ordered before 30 June 2027, €10,000 afterwards | After installation (no approval in principle for a heat pump) |
| Commune grant | Your commune | €0 to €6,000 depending on the commune (table below) | Usually after the state decision |
| Enoprimes | Energy suppliers | €1,700 to €2,500, plus a €1,000 bonus in 2026 | Before ordering |
| 3% VAT instead of 17% | Registration Duties, Estates and VAT Authority (AED) | Benefit capped at €50,000 per home | Approval requested by the installer before the works |
| Social top-up | Ministry of Housing | 10% to 100% of the Klimabonus depending on income | Within 2 years of the Klimabonus award |
Some municipal regulations limit total public grants to the cost of the works: check this if your grants come close to the invoice. Heat-pump bonuses (oil tank, radiators, water protection zone): heat pump grants; solar PV and batteries: 2026 solar panel grants; reduced-rate conditions: 3% VAT on renovation works.

Every amount, commune by commune: table of the 100 communes.
This table shows, for each of Luxembourg’s 100 communes, the commune grant calculated on 28 September 2026 by the official Klima-Agence simulator for the same standard project, on top of the state Klimabonus shown in the first row. On mobile, scroll the table to the right.
Existing single-family house: air-to-water or ground-source heat pump replacing fossil heating; 100 m² each of facade and roof insulation with mineral insulation at the minimum standard; 20 m² of windows; energy advice for 2 elements; 6 kWp solar PV for self-consumption. Amounts include the state increase (order or approval in principle before 30 June 2027), except solar PV, which has no increase. Amounts rounded to the euro.

Select your commune in the simulator to see them.
Which communes pay the most for an energy renovation?
For an air-to-water heat pump, Luxembourg City and Schifflange pay the most: €6,000, i.e. 50% of the state’s €12,000, with no cap. To insulate the facade and roof (2 × 100 m²), Luxembourg City, Manternach, Niederanven and Schifflange pay €7,000.

Communes with no grant or “on request”
No commune is missing from the simulator: 98 calculate at least one item, and Bettembourg and Mondercange refer you to their administration for every item. The gaps concern specific items:
- Air-to-water heat pump: no commune grant in 5 communes (Biwer, Erpeldange, Junglinster, Koerich and Vichten), although Junglinster does support ground-source heat pumps; grant “on request” in 11 communes (Bettembourg, Bettendorf, Betzdorf, Diekirch, Grevenmacher, Hesperange, Lintgen, Mersch, Mondercange, Useldange and Wormeldange).
- Facade insulation: no grant in 5 communes (Leudelange, Sandweiler, Sanem, Steinfort and Vichten), on request in 8.
- Grants limited to a few items: Diekirch, Grevenmacher, Mersch, Sanem and Vichten calculate only 1 to 3 of the simulator’s 13 items.
Worked examples: state + commune + remaining cost in 4 communes
The same project in all four communes: a 1970s house replaces its oil boiler with an 8 to 12 kW air-to-water heat pump (€15,000 to €20,000 installed, 3% VAT included, per our heat pump cost page) and insulates 100 m² of facade from the outside with mineral wool (€150 to €220/m², i.e. €15,000 to €22,000, per our external wall insulation page). Order and approval in principle before 30 June 2027: the state pays €12,000 + €7,000 = €19,000. Total budget: €30,000 to €42,000.
| Commune | Commune grant: heat pump | Commune grant: facade | Total state + commune | Remaining cost |
|---|---|---|---|---|
| Luxembourg City | €6,000 | €3,500 | €28,500 | €1,500–€13,500 |
| Esch-sur-Alzette | €750* | €1,400 | €21,150 | €8,850–€20,850 |
| Differdange | €5,000* | on request | €24,000 | €6,000–€18,000 |
| Wincrange | €1,200* | €700 | €20,900 | €9,100–€21,100 |
- Luxembourg City: the City adds 50% of each state grant, i.e. €6,000 for the heat pump and €3,500 for the facade; grants cover 68% to 95% of the budget.
- Esch-sur-Alzette: the heat pump is capped at €750, but insulation receives 20% of the state grant (€1,400 for the facade); the city even pays 100% of the state grant for a cellar ceiling (€1,800 for 60 m²) and 50% for windows.
- Differdange: 50% of the state grant, capped at €5,000 for the heat pump; for facade insulation the simulator refers you to the commune, so the total above only counts the heat pump.
- Wincrange: the most common rule, 10% of the state grant (37 communes), with the heat pump capped at €1,200 and €700 for the facade.
Enoprimes not deducted: requested before ordering, they take a further €1,700 to €2,500 (plus the 2026 bonus) off the heat pump’s remaining cost. Beyond one element of the building envelope, energy advice is mandatory: it has its own state grant, and sometimes a commune grant (“Energy advice” column). How to apply for your commune’s grant
The commune grant is applied for at your municipal administration, usually once the state decision has been received, because most communes apply their percentage to the amount granted by the state. Five steps, in this order:
Read the municipal regulation before signing
Eligible items, percentage, caps, filing deadline, form: it is all in the commune’s regulation, published on its website (grants, subsidies or environment section) or available from the technical department. Some conditions apply before the works even start.
Follow the Klimabonus procedure
Approval in principle before the works for insulation, windows and ventilation; application after installation for a heat pump or solar PV. Order of forms and documents: Klimabonus steps.
Receive the state decision
The Klimabonus award decision sets the base amount for most commune grants: keep it with your invoices and proofs of payment.
File the application with the commune
Municipal form, copy of the state decision, paid invoices and bank details, plus any documents the regulation adds (for example proof of residence). Respect the commune’s deadline.
Receive the payment
The commune checks the file and pays the grant on its own schedule. If you hear nothing, follow up with the department that received the application.
To find your commune’s rules: its website, the Klima-Agence grants simulator (select the commune, then the works) and Klima-Agence’s free advice line on 8002 11 90. For the Klimabonus itself, the Guichet unique des aides au logement answers on 80 02 10 10.
Method, source and limits of this survey
The amounts on this page come from the official Klima-Agence simulator (aides.klima-agence.lu), queried on 28 September 2026 for all 100 communes with the same standard project, with and without the state increase. The table is generated automatically from these results, with no manual entry.
- Checks: for each commune and item, the percentage is the same with and without the increase, the amount matches the simulator’s formula (percentage × state grant, flat amount, €/kWp or cap), and the increased grant is never lower than the base grant.
- Amounts used: with the state increase where it exists; solar PV, batteries, pellets, solar thermal and charging points without an increase.
- Limits: a commune can change its regulation at any time, and the simulator may lag behind; conditions (residence, deadline, cap per home or per year) are not modelled; “on request” means no amount is calculated online; the figures are for a house, not a flat.
- What prevails: the municipal regulation in force when you apply.
Estimate your works and grants
Before choosing your works, put a figure on them: the renov.lu simulator estimates the budget and state grants, and your commune’s row in the table gives the top-up. To move on to quotes, a single request gets you 3 offers from companies established in Luxembourg. Overview of the works and their payback: energy renovation guide.

Frequently asked questions about municipal grants in Luxembourg
Does my commune pay a grant for energy renovation?
Very probably: according to the Klima-Agence simulator (data collected on 28 September 2026), 98 of Luxembourg’s 100 communes calculate a grant for at least one item, and Bettembourg and Mondercange offer grants without calculating them online. The items covered vary: 84 communes support air-to-water heat pumps, 87 facade insulation and 93 solar PV. Find your commune in the table, then check its regulation.
Can the commune grant be combined with the Klimabonus and Enoprimes?
Yes: the commune grant comes on top of the state Klimabonus, and most communes calculate it from the Klimabonus amount (usually 10% to 50%). In principle it can also be combined with the energy suppliers’ Enoprimes, to be requested before ordering, and with the 3% VAT rate. Some regulations limit total grants to the cost of the works: check this if your grants come close to the invoice.
Do you have to wait for the Klimabonus decision before applying to the commune?
Usually, yes: a commune that pays a percentage of the state grant needs its final amount, and asks for a copy of the Klimabonus decision along with the invoices. The filing deadline is set by each municipal regulation: read it before the works, as some conditions apply from the outset.
Can a tenant receive the commune grant?
It depends on the municipal regulation. The commune grant usually follows the Klimabonus, which is requested by the person who commissions and pays for the works, most often the owner; the state does not require the owner to live in the home, so a landlord can apply. A tenant who pays for an installation, with the landlord’s written consent, should check whether their commune accepts them as the applicant.
In a co-owned building, is the commune grant paid per flat or for the building?
Each commune sets its own rule, and the amounts in the table are for a house. In an apartment building, the Klimabonus is calculated differently, for example €10,000 per dwelling for a shared air-to-water heat pump with the increase, and the co-ownership files its own forms (COLL-2026 and PROC-2026). A commune that pays a percentage in principle applies it to that amount, sometimes with a cap per building: ask the municipal department.
What happens to the commune grant after 30 June 2027?
It falls in communes that pay a percentage of the state grant, because the state increase ends for heat pumps ordered and approvals in principle requested after 30 June 2027. In Luxembourg City, the commune grant for an air-to-water heat pump will drop from €6,000 (50% of €12,000) to €5,000 (50% of €10,000); 26 communes are in this situation for heat pumps. Flat amounts and caps already reached do not change, unless the regulation does.
Why does the simulator say “contact your commune”?
Because the commune offers a grant for that item but its amount is not calculated online. This is the case for air-to-water heat pumps in 11 communes and for every item in Bettembourg and Mondercange. Call the commune’s technical or environment department, or Klima-Agence’s free advice line on 8002 11 90, before signing your quotes.
