Unlike internal wall insulation (IWI), EWI does not reduce your living space, requires no furniture to be moved, and is carried out entirely from the outside. The façade is then covered with a finishing layer — render, cladding or insulated panels — which gives your house a fresh, well-kept appearance.

In Luxembourg, EWI mainly concerns the external walls of single-family houses built between the 1960s and 2000, whose concrete-block or brick façades generally contain no thermal insulation at all. In 2026 in Luxembourg, internal wall insulation (IWI) costs €60 to €120/m² including installation, i.e. 30% to 50% less than EWI for the same surface area. The 3 EWI techniques available in Luxembourg

Once you have opted for EWI, you still need to select the installation technique and the finish. There are three main options in Luxembourg, with different levels of performance, durability and cost.

1. EWI with thin-coat render (the most common)

This is the most widespread technique in Luxembourg. The insulation (usually rigid boards) is bonded and mechanically fixed to the existing wall. A base coat reinforced with a glass-fibre mesh is then applied, followed by a finishing render (scraped, sprayed, smoothed, etc.) that gives the façade its final appearance. 2. EWI with ventilated cladding (the highest-performing and most durable)

The insulation is fitted into a metal or timber frame mechanically fixed to the façade. A ventilated air gap is left between the insulation and the external cladding boards (timber, fibre cement, aluminium, zinc, synthetic slate, etc.). This natural ventilation removes excess moisture, protects the insulation and improves thermal performance in every season. This is the technique that allows the use of ventilated cladding insulation such as mechanically fixed rock wool or wood fibre — and therefore access to the maximum Klimabonus (€115/m²).

3. EWI with insulated panels (composite two-sided panels)

Composite panels combine insulation and a prefabricated finishing surface in a single element. They interlock and are fixed directly to the façade, with no render and no complex framing. It is a faster solution to install, often chosen for tight-budget renovations on simple surfaces.

⚠ Standard EPS excluded from the Klimabonus since 2024

Standard expanded polystyrene (EPS) has been excluded from the Luxembourg Klimabonus since 2024, as it is classified as a fossil-based material. Only EPS containing at least 50% recycled content qualifies for a reduced grant (€75/m²). For any EPS project, ask for the product’s EPD before filing your Klimabonus application — without certification of the recycled content, no grant will be awarded.

✓ The optimal choice: rock wool with ventilated cladding

To maximise the Klimabonus while keeping the budget under control, rock wool mechanically fixed within a ventilated cladding system is often the best performance/cost/grant ratio: €115/m² of Klimabonus, excellent fire behaviour (class A1), good durability, and a material price below that of wood fibre. For older masonry houses where moisture regulation is a concern, wood fibre or hemp are preferable.

What insulation thickness should you aim for to qualify for the Klimabonus?

In Luxembourg, to reach the minimum performance required by the Klimabonus (performance level I), your EWI must achieve a minimum thermal resistance of around R ≥ 3.7 m²·K/W. In practical terms, that corresponds to:

  • 14 to 16 cm of rock wool (λ = 0.035 W/(m·K))

ℹ How to calculate your façade area

The façade area to be insulated is not the same as the living area. For a house with 130 m² of living space over two storeys and 4 façades, the external wall area is typically 140 to 180 m² (depending on ceiling height and the area taken up by openings). As a rule of thumb, allow 1.1 to 1.4 times the living area to estimate the surface to be insulated. A contractor will measure it precisely during the preliminary technical survey.

Site access and scaffolding

Erecting and hiring scaffolding represents roughly €8 to €15/m² of the total cost. If your house is difficult to access (sloping ground, immediate neighbours, trees, steep gradients, proximity to the public highway), aerial platforms or special access equipment may be required, increasing this item by 20% to 30%. The 2026 Klimabonus Wunnen: the main grant for EWI

The Klimabonus Wunnen is the largest state grant available to finance your EWI. Since 1 January 2026, the scheme has been reformed around flat-rate amounts in €/m², which are clearer and more generous than the previous system. One imperative reminder: the Klimabonus approval in principle must be obtained before any work starts — no grant will be paid for works begun without this prior approval.

Worked example — wood fibre EWI: For a wood fibre EWI over 120 m² of façade (performance level I), the Klimabonus amounts to 115 × 120 = €13,800. With works costing €24,600 incl. VAT (€205/m²), the Klimabonus covers 56% of the project — before any other grants.
Worked example — rock wool EWI with ventilated cladding: For mechanically fixed rock wool EWI over 120 m² (performance level I), the Klimabonus likewise reaches 115 × 120 = €13,800. With works costing €20,400 incl. VAT (€170/m²), the Klimabonus here covers 68% of the project.

Enoprimes: the energy suppliers’ top-up

Enoprimes, distributed by Enovos/Creos, top up the Klimabonus for external wall insulation. They can be combined with it and apply to both EWI and IWI. The amount varies with the insulated surface area. The Enoprimes approval in principle must be obtained before you sign the quote, otherwise the payment may be refused.

VAT at 3%: a direct saving on the works

For homes more than 2 years old used as a main residence, renovation works qualify for a reduced VAT rate of 3% instead of 17%. For EWI costing €25,000 excl. VAT, the 3% rate represents a saving of €3,500 compared with the standard rate. The contractor applies it directly on the invoice if they hold AED accreditation. Before any ambitious project, a Klima-Agence certified energy adviser assesses your home’s energy performance and draws up a prioritised renovation plan. This is a requirement in order to obtain the Klimabonus on a project combining several measures (EWI + windows + heat pump, for example). The cost of this audit is covered by a flat-rate grant of €1,500.

Klimabonus approval in principle application (MyGuichet.lu)

Before starting the works, you must submit an application for approval in principle on MyGuichet.lu (form DEPA-2026). This step is imperative and non-negotiable: no grant will be paid for works carried out without prior approval. Handover and Klimabonus payment application

Once the works are complete and the invoices received and paid, you submit the Klimabonus payment application on MyGuichet.lu together with the supporting documents (receipted invoices, proof of payment). Payment is generally made within 4 to 10 weeks of the file being fully validated.

Total duration of an EWI project: 3 to 8 weeks for a standard detached house, depending on the surface area, the technique chosen and the weather. EWI and planning regulations in Luxembourg

In Luxembourg, external wall insulation alters the external appearance of a building and therefore falls within the works subject to authorisation. Here is what you need to know in order to anticipate the administrative constraints and avoid unpleasant surprises.

A building permit is often mandatory

In the vast majority of Luxembourg municipalities, EWI requires a building permit (or at the very least a prior declaration). Some municipalities have simplified the procedure for energy renovations — the file may be reduced to a simplified form and a verification visit — but you should always check with the municipal administration before starting. Protected zones and the PAG

In special development zones (ZAP) or historic districts, the General Development Plan (PAG) may impose strict constraints on façades. The most common requirements in Luxembourg are the following: mandatory mineral render finish (no timber or metal cladding), façade colours regulated by the municipal colour charter, conservation of decorative features (surrounds, cornices, string courses), and a limit on the maximum thickness of the EWI so that it does not encroach on pavements or the public highway.

⚠ Listed façades and protected zones

If your property is listed as architectural heritage or located in a protected zone, EWI may be technically impossible or severely limited in thickness. In that case, internal wall insulation (IWI) will be the only workable option, even though it is technically less effective. Check with your municipal planning department before contacting contractors.

EWI can encroach on the public highway

EWI typically adds 15 to 25 cm to the thickness of external walls. For houses on the plot boundary, at the edge of a pavement or in the narrow streets of Luxembourg town centres, this added thickness may require specific authorisation from the municipality, or even a formal derogation. EWI in a co-ownership: a special case in Luxembourg

If you live in an apartment, thermal façade insulation is a collective undertaking, not an individual one. In Luxembourg, the energy passport is defined at the level of the entire building — you cannot improve your apartment’s energy rating on your own if the building’s external walls and roof are left untreated.

To launch an EWI project on a co-owned building in Luxembourg, the procedure is as follows. The decision must first be taken at the general meeting of co-owners, with the qualified majority required by the co-ownership rules. The Klimabonus application is then filed in the name of the co-ownership, with a mandate from the managing agent or a power of attorney from each owner. The grants are calculated on the total façade area of the building, then allocated between the co-owners according to their ownership shares. VAT at 3% applies to the co-ownership within the limit of the overall allowance available per dwelling.

What is the difference between EWI and IWI?

EWI places the insulation on the outer face of the building’s façade, without reducing the living space. It completely eliminates thermal bridges and is the best-performing technique overall. IWI places the insulation on the inner face of the walls, which reduces the living space by 8 to 12 cm per wall and leaves thermal bridges at floor slabs and party walls. In addition, the Klimabonus is reduced by 25% for IWI compared with EWI. EWI is recommended whenever the architectural configuration and the planning rules allow it.

What is the average price of EWI in Luxembourg in 2026?

In Luxembourg in 2026, EWI costs between €130 and €300/m² including installation, depending on the technique chosen and the insulation material. Rendered EWI with rock wool is the cheapest (€130–210/m²), while EWI with ventilated cladding and a zinc or aluminium finish is the most expensive (€220–300/m²). For a house with 120 m² of façade, allow between €15,600 and €36,000, before deducting the Klimabonus and Enoprimes grants.

What Klimabonus can you get for EWI in Luxembourg?

In 2026, the Klimabonus for EWI is €115/m² for eco-friendly bio-based insulation (wood fibre, cork, hemp, sheep’s wool) and for mechanically fixed mineral wools (ventilated cladding). For bonded mineral wool, the amount is €60/m². Standard EPS has been excluded since 2024 (€0/m²), and EPS with ≥ 50% recycled content qualifies for €75/m². These amounts are fixed flat rates per square metre of insulated façade, and can be combined with Enoprimes and the 3% VAT rate.

Do you need a building permit for EWI in Luxembourg?

In the vast majority of Luxembourg municipalities, yes. EWI alters the external appearance of the building and generally requires a building permit or a prior declaration, depending on the municipality. Some municipalities have simplified the procedure for energy renovations. Your renovation contractor can take care of this formality as part of a turnkey project. Specific requirements apply in protected zones and historic districts.

Can I stay in my home during the EWI works?

Yes — this is one of the great advantages of EWI over internal insulation. The works take place entirely from outside the building. You can stay in your home throughout the project. The only constraints are site noise (drilling for the fixings, masonry equipment) during working hours, and the presence of the scaffolding, which may temporarily reduce daylight in some rooms.

Should the windows be replaced at the same time as the EWI?

It is not compulsory, but it is strongly recommended. If you keep your old windows when carrying out EWI, thermal bridges will remain at the reveals. Eliminating them without touching the windows means creating special insulated reveals, which is complex. Replacing your windows with triple glazing at the same time as the EWI is also more economical: the scaffolding is shared, and you avoid a second site mobilisation.

What insulation thickness should you aim for to qualify for the Klimabonus?

To be eligible for Klimabonus level I, your EWI must achieve a minimum thermal resistance of R ≥ 3.7 m²·K/W. In practice: 14 to 16 cm of rock wool, or 18 to 22 cm of wood fibre. For level II (enhanced grant), aim for R ≥ 5 m²·K/W, i.e. 18–20 cm for mineral insulation. Your Klima-Agence certified energy adviser will tell you the exact thickness required for your particular home.

How long does an EWI project take?

For a detached house, EWI works take 3 to 8 weeks, depending on the surface area, the technique chosen, the architectural complexity and the weather. The preparatory phase (energy audit, Klimabonus approval in principle, building permit) can take a further 4 to 8 weeks beforehand. Taking all the formalities into account, allow 3 to 6 months between the decision to renovate and completion of the works.

How do you choose a contractor to carry out EWI in Luxembourg?

To qualify for the Klimabonus, the works must be carried out by a company approved and registered in Luxembourg (Chambre des Métiers + RCS). Give preference to contractors certified « Nohalteg an d’Zukunft + » (a Chambre des Métiers label in partnership with Klima-Agence), who can demonstrate specific training in energy renovation and can file the Klimabonus application directly. Ask for several detailed quotes clearly specifying the type of insulation, its thickness, the installation technique and the finish.
