What grants can you get to renovate your home in Luxembourg in 2026, and how much does the Klimabonus pay?

In Luxembourg, since 1 January 2026 the Klimabonus Wunnen (formerly PRIMe House) has paid flat-rate amounts: €140/m² for a façade insulated with wood fibre, €80/m² of window and €12,000 for an air-to-water heat pump replacing fossil heating in a house, increased amounts for an application or order made by 30 June 2027 (then €115/m², €70/m² and €10,000). On top come the 3% VAT rate, the Klimaprêt loan subsidy and, for lower incomes, the social Topup.

📊 The key figures
  • 2026 scheme: law of 24 July 2026, retroactive to 1 January 2026; flat rates per m² or per installation — the old « up to 62.5% » no longer exists
  • Temporary increase: higher amounts if the approval in principle (insulation, windows, ventilation, advice) is requested, or the heat pump ordered, between 1 January 2026 and 30 June 2027
  • Insulation: €20 to €130/m² depending on the element, material and standard (€25 to €155/m² increased), never more than 60% of the cost excluding VAT
  • Windows: €70/m² (€80/m² increased); heat-recovery ventilation: €60/m² of energy reference area (€70/m²), at most €9,000 (€10,500) per house
  • Heat pump: air-to-water €10,000 (€12,000), ground-source €12,000 (€14,000), when replacing fossil or direct electric heating in a house
  • Energy advice: €1,700 (€2,000), mandatory as soon as the renovation covers more than one element or includes ventilation
  • Deadline: payment request within 4 years after the year of the invoice, and no later than 31 December 2039

Calculate the grants for your own project

The simulator applies the 2026 rates, the increases and the 60% cap to your surfaces. For a real project, companies established in Luxembourg also calculate the grant in their quote.

Klimabonus 2026 amounts by type of works

The Klimabonus Wunnen 2026 pays a flat rate per m² or per installation, set by the law of 24 July 2026. The figure in brackets is the increased amount, which applies if the approval in principle is requested (or the heat pump ordered) between 1 January 2026 and 30 June 2027. The grant is managed by the Environment Administration (AEV).

Thermal insulation (€ per m² of insulated area)

Insulated element Insulation material Standard III Standard II Standard I
Against the outside: wall (from outside or inside), pitched or flat roof, slab over the outside Fossil with more than 50% recycled content, or « other » €35 (€40) €45 (€50) €60 (€70)
Mineral (over 70% mineral: rock wool, glass wool) €60 (€70) €70 (€80) €85 (€100)
Ecological (over 70% plant or animal: wood fibre, cellulose, hemp) €90 (€105) €100 (€120) €115 (€140)
External wall insulation + non-fossil cladding (new in 2026) Ecological, mechanically fixed €105 (€125) €115 (€140) €130 (€155)
Against an unheated zone or the ground: attic floor, cellar ceiling, wall or slab against the ground Recycled fossil or « other » €20 (€25) €30 (€35) €45 (€50)
Mineral €25 (€30) €35 (€40) €50 (€60)
Ecological €40 (€50) €50 (€60) €65 (€75)

Standard III is the minimum requirement (for example 15 cm of insulation with a conductivity of 0.035 for an externally insulated wall, 20 cm on the roof and the attic floor, 12 cm under a cellar slab); standard I is the most efficient (U ≤ 0.13 W/m²K for an external wall).

What increases or reduces the insulation grant

  • Internal insulation only: −25% (€115/m² becomes €86.25/m²). Combined internal and external insulation is not reduced if the external layer reaches a thermal resistance R ≥ 2.
  • +€15/m² for mineral insulation with over 50% recycled content, ecological insulation from certified sources (FSC, PEFC, natureplus…) or a green roof or façade.
  • Class bonus: +20% if the thermal insulation class reaches C, +30% for B, +50% for A or A+, provided you gain at least two classes, proven by an energy performance certificate (CPE/Energiepass) before and after the works. The bonus can be earned in stages.
  • Fossil insulation (EPS or XPS polystyrene, polyurethane): no grant unless it contains over 50% recycled material, except for walls and slabs against the ground and green roofs or walls.
  • Cap: including increases and bonuses, insulation is never subsidised beyond 60% of the cost excluding VAT.
💡 The rule that actually sets your grant

Your insulation grant is the lower of two figures: the flat rate multiplied by the m² (increases and bonuses included), or 60% of the cost excluding VAT. On an inexpensive job such as blown-in loft insulation, the 60% cap almost always applies. On a wood-fibre façade at the increased €140/m², the flat rate only becomes the limit above €233/m² invoiced excluding VAT.

Windows and ventilation

Measure 2026 grant (increased) Conditions
Windows and French windows €70/m² (€80/m²), measured on external dimensions Glazing Ug ≤ 0.6 W/m²K (triple glazing in practice); against condensation, wall or roof insulated to U ≤ 0.85 W/m²K, or ventilation already in place
Solid front door No grant The law only covers windows and French windows
Heat-recovery ventilation (MVHR), central or decentralised €60/m² of energy reference area (€70/m²), limited to 150 m² per house and 80 m² per flat, and to 50% of the cost (60%): at most €9,000 (€10,500) per house Efficiency ≥ 80%, fans ≤ 0.40 W/(m³/h), airtightness test n50 ≤ 2.0 h⁻¹, at least 80% of the area ventilated; only with energy advice

In apartment buildings, amounts are set per dwelling with a cap per building (air-to-water heat pump: €8,000 per dwelling, €10,000 increased). A new oil or gas boiler receives no grant at all. Detailed technical conditions are on our pages on heat pump grants and solar panel grants. All collective rates and the managing agent’s role: rates and procedure for co-ownerships.

What changed in 2026 compared with the 2022 scheme

Since 1 January 2026 the Klimabonus no longer refunds a percentage of the works: it pays flat rates that are higher than the old scale. The law of 24 July 2026 (parliamentary bill 8585), published in the Official Journal, applies retroactively to every invoice since that date.

Measure 2022 scheme (until 31/12/2025) 2026 scheme (increased until 30/06/2027)

PhotovoltaicsUp to 62.5% (orders in 2023-2024)Formula, up to €10,000
  • Removed: the « boiler at least 10 years old » condition, grants for wood-chip and log boilers, solar thermal and wood heating in new builds, the separate 25% insulation bonus (now built into the flat rates).
  • New: the « non-fossil cladding » rate, a green-roof/façade bonus, the HEMS grant, payment of the advice grant as soon as the approval in principle is requested, and pre-financing for heat pumps and insulation on invoices from 1 January 2027.
  • Transition: energy advice invoiced and applied for before 31 December 2025 stays under the old scheme; a PV system ordered between 2023 and 4 March 2026 keeps its old-scheme options for an invoice dated no later than 31 December 2026.

Three worked examples: what an owner actually receives

These three cases use the 2026 scale and market prices collected in September 2026. Each time, the grant retained is the lower of the flat rate and the cap.

📌 Example 1 — Wood-fibre façade, 1980s house

150 m² of façade insulated from outside with wood fibre (standard I) under render, approval in principle requested in October 2026. Quote: €220/m² excluding VAT, i.e. €33,000 excl. VAT and €33,990 including 3% VAT. Increased flat rate: €140 × 150 m² = €21,000; 60% cap: €19,800. Klimabonus: €19,800. Net cost: €14,190.

📌 Example 2 — Heat pump instead of heating oil

1975 house, 140 m², oil boiler replaced by a 10 kW air-to-water heat pump ordered in November 2026. Quote: €20,000 excl. VAT, €20,600 including 3% VAT. Klimabonus: €12,000 + €1,500 for removing the tank = €13,500. Net cost: €7,100. In a drinking-water protection zone the grant rises by €2,000; the government’s official example, with every bonus, reaches €17,500.

Example 3 — Envelope renovation with class bonus

1975 house, 140 m², insulation class F raised to B (a four-class gain, hence +30%), approval in principle requested in November 2026.

Item Quote excl. VAT Calculation Klimabonus
Façade, rock wool, standard II, 150 m²€27,750€80 × 150 m² + 30% = €15,600; cap €16,650€15,600
Roof, wood fibre, standard I, 110 m²€14,300€140 × 110 m² + 30% = €20,020; cap €8,580€8,580
Triple-glazed windows, 24 m²€16,800€80 × 24 m²€1,920
Energy advice and site follow-up—€2,000 + 3 × €100 (quotes) + 3 × €250 (site)€3,050
Total€58,850 (€60,616 incl. VAT)€29,150

On the roof, the high flat rate is clipped by the 60% cap; it is on the mineral façade, more expensive per m², that the class bonus really pays. The 3% VAT rate instead of 17% saves a further €8,239 on these works.

Who can receive the Klimabonus, and on what conditions

Any owner of a home in Luxembourg can apply for the Klimabonus, whether they live in it or rent it out, provided the building is more than 10 years old for insulation, windows and ventilation.

  • Beneficiaries: private individuals and private or public legal entities (except the State). There is no main-residence condition: landlords are eligible.
  • Building age: more than 10 years since the first building permit was issued; the permit date or a municipal certificate is the proof.
  • One grant per element of the building, and only one grant between heat pump, wood boiler and heat network per house or building.
  • Who does the work: for a single element, an approved company (law of 21 April 1993) or an energy advisor supervising the site; for more than one element or with ventilation, energy advice with a report before the works.
  • Documents: energy performance certificate before the works (with the approval request) and after the works (with the payment request), first building permit, checked quotes, photos; airtightness test for ventilation. The certificate itself is not subsidised.
  • Caps: 60% of the cost excl. VAT for insulation; for technical installations, the grant cannot exceed the invoice excluding VAT (a 50% cap applies only to stoves, particle filters, adapting the heat distribution and heat networks).
  • Co-ownership: collective file (forms COLL-2026 and PROC-2026); energy renovation of common parts is voted by a majority of the votes of all co-owners.

Procedure: the order that decides the grant

For insulation, windows and ventilation, the approval in principle must be requested before the works start; for a heat pump, solar panels or a pellet boiler, the application is made after installation.

Step Insulation, windows, ventilation Heat pump, PV, solar thermal, wood, HEMS
1. Before choosingEnergy advice if more than one element or ventilation (renovation concept, form COAS-2026)No mandatory advice for a heat pump alone
2. Before the worksApproval-in-principle request (DEPA-2026, or DESC for a single element) with the « before » certificateNothing to request
3. WorksAfter the approval in principle, by the chosen companyInstallation; the installer requests acceptance of the heat pump by the Chambre des Métiers within one month
4. After the worksConfirmation (CONF-2026), « after » certificate, invoicesDEPA-2026 request with the technical sheet (POCH, PHOT, SOTH, BOIS, RACH or SYGE-2026), invoices
5. Deadline4 years from 31 December of the invoice year, and no later than 31 December 2039

Applications are filed on MyGuichet.lu or at the Guichet unique des aides au logement (11, rue de Hollerich, Luxembourg, tel. 80 02 10 10). Klima-Agence answers free of charge on 8002 11 90. The document-by-document timeline is in our guide to the energy renovation steps in Luxembourg.

Energy advice: mandatory beyond one element, subsidised up to €2,000

Advice from an approved energy advisor is mandatory as soon as your renovation covers more than one element or includes ventilation; the State funds it with €1,700 for a house, or €2,000 if the approval in principle is requested before 30 June 2027.

Service Base grant Increased grant
Energy advice with report, house€1,700€2,000
Building with 2 or more dwellings€2,000 + €60 per extra dwelling, max €3,000€2,500 + €75 per dwelling, max €3,750
Checking that quotes comply€100 per measure, max €400
On-site checks€250 per measure, max €1,000
Thermal bridge calculation (if class C is reached)€160 per calculation, max €800
Single element supervised by an advisor€100 (quotes) + €400 (site)

The grant never exceeds the real cost of the advice. It is cut by 50% if the building was already subsidised under the 2017 or 2022 schemes, and by 70% if the advice only covers a technical installation. Klima-Agence’s free basic advice does not replace the approved advisor. Role, fees and how to choose: see our page on energy advisors in Luxembourg.

Pre-financing: when the grant is deducted from the invoice

For photovoltaics, a registered installer can already deduct the Klimabonus from your invoice; for heat pumps and insulation, pre-financing only applies to invoices issued from 1 January 2027.

  • Photovoltaics (and a battery bought with it): grant deducted from the price including VAT, deposit limited to 30%, decision within 15 working days (silence means approval), installer paid within 15 working days. Not available for a battery added on its own or for leasing. See solar panel pre-financing.
  • Heat pumps and insulation (invoices from 2027): the company listed in the AEV register deducts the grant from the price excluding VAT. For insulation, one application and one invoice per measure, and the prior approval in principle is still required. Excluded if grant plus deposit exceed the price excluding VAT.
  • Same amount: pre-financing is optional and does not change the grant.

3% VAT: the saving that applies to the whole invoice

The Klimabonus can be combined with the super-reduced VAT rate of 3% instead of 17%, which applies to renovating a home at least 10 years old used as a main residence, up to €50,000 of tax advantage per dwelling.

  • A home let to a tenant who lives there as a main residence is eligible for renovation works.
  • For direct 3% invoicing, the company requests the AED approval before the works and you countersign it; otherwise you pay 17% and claim a refund.
  • Installed solar panels are invoiced at 3% directly, outside the cap; air conditioning is excluded.
  • Raising the cap to €100,000 has been announced but is not in force: the cap remains €50,000.

Form, list of invoices and refunds: our guide to 3% VAT for renovation.

Klimaprêt: the State pays 1.5% interest on your loan

The Klimaprêt is not a zero-rate loan: it is an ordinary bank loan on which the State covers 1.5% interest a year, on up to €100,000 over up to 15 years, never more than 10% of the capital and with no income condition.

Interest subsidy (Klimaprêt) State guarantee
Amount1.5% a year, not exceeding the nominal rate; at most 10% of the capital (€6,000 on €60,000 borrowed)Up to €50,000 (capital and interest)
Capital and term€100,000 per dwelling, 15 years maximum15 years, dedicated mortgage with a partner bank
ConditionsSole owner, home over 10 years old, Klimabonus already granted, main residence no later than 3 years after the works startMain residence, no other home, home over 10 years old, Klimabonus approval in principle obtained
BasisCosts eligible for the Klimabonus, minus the social Topup; form F3 at the Guichet unique des aides au logement

Legal basis: amended law of 7 August 2023 on individual housing aid (articles 38 to 44). The former climate-loan law of 8 June 2022 has been repealed, and the zero-rate climate loan is no longer available for new applications.

Social Topup: 10% to 100% of the Klimabonus on top for lower incomes

Owners on lower incomes can receive, on top of the Klimabonus, a Housing Ministry grant worth 10% to 100% of the grant awarded, depending on income and household size: it is not an automatic doubling.

Household Net income ceiling (2024-2025 average)
Single person€45,100.92
Couple€67,651.39
Couple + 1 child€85,687.95
Couple + 2 children€103,734.03
Couple + 3 children€121,770.60
Each additional child+€13,532.18

Conditions: adult owner, no more than one third of another home, home over 10 years old used as main residence for at least 2 years, application (form F3) within 2 years of the Klimabonus being granted, capital grants capped at €35,000.

⚠️ Confirm before counting on it

The Topup text still refers to the former 2016 Klimabonus law. It will probably apply to the 2026 scheme, but this is not written down: ask the Guichet unique des aides au logement to confirm (80 02 10 10).

Timeline 2026-2039: the dates that change the amount

Two dates matter more than the others: 30 June 2027, when the increase ends, and 31 December of the fourth year after your invoice, when your right to the grant expires.

Date What changes
1 January 2026Start of the scheme (retroactive effect of the law of 24 July 2026)
1 October 2026€500 HEMS grant (invoice date)
31 December 2026End of the transitional PV options from the old scheme
1 January 2027Pre-financing opens for heat pumps and insulation; the PV and battery grant moves from the law of 19 December 2025 to the law of 24 July 2026, with the same amounts
30 June 2027Last day to request the approval in principle or order a heat pump at the increased amount
31 December 2028Last invoice for a heat pump ordered at the increased amount
31 December 2030Last first approval-in-principle request; last invoices for stand-alone technical installations and for works at the increased amount
31 December 2035Last invoices for insulation, windows and ventilation
31 December 2039Last payment request

Municipalities and energy suppliers: extras to check

Almost all municipalities and some energy suppliers add their own grants to the Klimabonus, but amounts and rules differ from one municipality and supplier to the next. On the municipal side, 98 of the 100 communes top up the Klimabonus, most often by 10% to 50% of the state grant: find your commune’s amount in the table of all 100 communes. Ask your municipal administration and your supplier (the Enoprimes programme, for example) before signing, as their filing rules are their own; Klima-Agence’s free advice service can point you in the right direction. Businesses and commercial premises: see energy renovation grants for SMEs.

Six mistakes that cost you all or part of the grant

  • Starting insulation, windows or ventilation before requesting the approval in principle: have the quote state that works only start once it has been filed.
  • Forgetting the « before » energy certificate: incomplete file, and the class bonus (up to +50%) cannot be proven.
  • Choosing non-recycled polystyrene or polyurethane on a façade or roof: €0/m².
  • Installing heat-recovery ventilation without energy advice or an n50 ≤ 2.0 h⁻¹ test: no grant.
  • Ordering the heat pump after 30 June 2027: €2,000 less.
  • Missing the deadline of 4 years from 31 December of the invoice year.

Frequently asked questions about renovation grants in Luxembourg

Can the Klimabonus be combined with the 3% VAT rate?

Yes. The Klimabonus is a flat rate whose cap is calculated on the cost of the works excluding VAT (60% for insulation), and the 3% rate instead of 17% then applies to the invoice if the home is at least 10 years old and used as a main residence. On €30,000 of works excluding VAT, the reduced rate saves €4,200 on top of the grant, up to €50,000 of tax advantage per dwelling.

Can a landlord receive the Klimabonus for a rented home?

Yes. The 2026 Klimabonus has no main-residence condition: a landlord, whether an individual or a company, receives the same amounts. However, the social Topup and the Klimaprêt require the home to be the owner’s main residence, and the 3% VAT rate requires it to be the tenant’s main residence.

I started my insulation works without an approval in principle: is the grant lost?

For insulation, windows and ventilation, the approval in principle must be requested before the works start: works begun without that request are in principle no longer eligible. The rule does not concern heat pumps, photovoltaics, solar thermal or pellet boilers, which are applied for after installation. If in doubt, call the Guichet unique des aides au logement on 80 02 10 10.

How long do I have to request payment of the Klimabonus?

Four years from 31 December of the invoice year: for an invoice from March 2026, until 31 December 2030. No request is possible after 31 December 2039. The energy advice grant, by contrast, is paid as soon as the approval in principle is requested.

Does the increase still apply if my works take place after 30 June 2027?

Yes, if the date that counts is met. For insulation, windows, ventilation and advice, the approval in principle must have been requested by 30 June 2027, with an invoice issued by 31 December 2030. For a heat pump, the order date counts, with an invoice dated by 31 December 2028.

Are a front door or reversible air conditioning subsidised?

No. The 2026 Klimabonus only covers windows and French windows, not a solid front door, and air-to-air heat pumps are not on the list of subsidised installations. Air conditioning is also excluded from the 3% VAT rate.
