What is the energy passport in Luxembourg?
The energy passport — officially called the Energy Performance Certificate (EPC) — is an official 5-page document that evaluates the energy quality of a residential building in Luxembourg. It is equivalent to the DPE in France or the PEB in Belgium.
It is drawn up by an expert approved by the Ministry of the Economy and classifies the building on a scale from A+ (very efficient) to I (very inefficient). The classification is based on three indices: primary energy demand, thermal insulation quality and CO₂ emissions.
The EPC covers the entire building, not each individual dwelling. In the case of a residential building with apartments, all units share the same certificate. It is valid for 10 years from its date of issue.
The certificate presents primary energy consumption, thermal insulation efficiency, CO₂ emissions and personalised recommendations for improving the building’s energy performance. These recommendations do not create any obligation to carry out works.
When is the energy passport mandatory in Luxembourg?
