What is the energy passport in Luxembourg?

The energy passport — officially called the Energy Performance Certificate (EPC) — is an official 5-page document that evaluates the energy quality of a residential building in Luxembourg. It is equivalent to the DPE in France or the PEB in Belgium.

It is drawn up by an expert approved by the Ministry of the Economy and classifies the building on a scale from A+ (very efficient) to I (very inefficient). The classification is based on three indices: primary energy demand, thermal insulation quality and CO₂ emissions.

The EPC covers the entire building, not each individual dwelling. In the case of a residential building with apartments, all units share the same certificate. It is valid for 10 years from its date of issue.

When is the energy passport mandatory in Luxembourg?

The role of the energy passport in a renovation project

The EPC is a key document for any energy renovation project in Luxembourg. An improvement of at least 2 energy classes (e.g. F to D) is required to benefit from Klimabonus grants, which can cover up to 62.5% of eligible works.
