The planned phase-out of fossil fuels

In Luxembourg, installing gas or oil heating has been banned in new buildings since 1 January 2023. At EU level, subsidies for new fossil boilers ended in early 2025. Betting on an end-of-life fossil boiler today means investing in a technology with no future and exposed to gas-price volatility.

The EPBD directive and tertiary building performance

The recast EU Energy Performance of Buildings Directive (EPBD 2024) requires renovating the worst-performing 16% of non-residential buildings by 2030, then 26% by 2033. 📋 Which scheme for which project?

In practice: for a standalone heat pump, the environmental regime (renewable-energy axis) offers the highest rates. For a small overall efficiency project (audit + heat pump + regulation) under €25,000 excl. VAT, SME Packages is often simpler and covers 70%. These state aids don’t stack on the same cost item and are capped by the de minimis rule (€300,000 over three rolling fiscal years). The dedicated SME grants page details the procedure.

💡 VAT is not a cost for the business

The 3% super-reduced rate is for dwellings. Your business is invoiced at the standard 17%, but if VAT-registered it recovers that VAT. VAT is broadly neutral — always compare quotes in amounts excl. VAT.

💡 The winning combo: heat pump + solar

Powering your heat pump with your own commercial solar panels maximises daytime self-consumption and further cuts running costs — the most profitable way to decarbonise a tertiary building.

Sizing and technical prerequisites

Correct sizing is decisive: an undersized heat pump won’t cover peak demand; an oversized one will short-cycle and wear out. Key points for a business building:

Prior audit and heat-loss assessment

An energy audit establishes the building’s real heat losses and the required power. It also conditions access to some grants and helps prioritise any insulation works.

Low-temperature emitters

Heat pumps perform best with low-temperature emitters (underfloor heating, fan coils, oversized radiators). On existing radiators, a high-temperature heat pump can avoid replacing the whole network.

Electrical connection and three-phase

Tertiary-power heat pumps need a three-phase connection and sometimes a Creos capacity upgrade. The panel and protection must be adapted by a licensed electrician.

Outdoor-unit placement

Position the outdoor unit considering noise (see regulations), airflow and maintenance access. In co-ownership or protected zones, a municipal permit may be needed.

Fluorinated-gas leak checks (F-Gas)

Heat pumps containing fluorinated gases fall under EU Regulation (EU) 2024/573, applied in Luxembourg by the Environment Administration. Leak-check frequency depends on the charge, in tonnes CO₂-equivalent:

Checks must be performed by a certified technician of a certified company. The operator keeps a logbook and submits data to the administration before 31 March each year.

Mistakes to avoid

Starting works before aid approval

As with all business aid schemes, ordering before the approval notice can invalidate your application.

Confusing Klimabonus and business aid

Klimabonus is residential. For business premises, only business schemes apply — with different rates and administrations.

Under- or oversizing the heat pump

Without a proper heat-loss audit the risk is real. Require a sizing study, not just a €/kW price.

Ignoring the de minimis rule

Cumulative public aid is capped at €300,000 over three years. Declare any other aid already received.

Forgetting F-Gas obligations

Leak checks and logbook are mandatory. Include them in the maintenance contract from commissioning.

Can a business get the Klimabonus for a heat pump?

No. Klimabonus is for dwellings. A business funds its heat pump via the environmental protection aid regime, SME Packages Sustainability or the general SME investment aid regime.

What is the aid rate for a business heat pump?

The environmental regime supports the heat pump as renewable-energy production at 30 to 65% depending on company size (up to 65% for a small firm), within EU limits. A small project under €25,000 excl. VAT can go via SME Packages (70%, max €17,500).

Is VAT recoverable?

Yes. The business is invoiced at 17% but recovers that VAT if registered. The 3% rate is for dwellings.

Can several grants be combined?

What maintenance is required for a commercial heat pump?

Not necessarily. A high-temperature heat pump can work on an existing radiator network (water up to ~80°C). An audit determines the most economical solution.
