Launched in 2022 by the Ministry of the Economy’s Directorate General for SMEs, in partnership with the Chamber of Commerce and the Chamber of Skilled Trades, the SME Packages scheme gives Luxembourg SMEs fast, hands-on support on strategic topics without the administrative weight of larger investment aid regimes. SME Packages – Sustainability funds a company’s professional buildings and equipment (offices, workshops, shops, warehouses). Exact amounts and how the grant is calculated
Unlike the residential Klimabonus, SME Packages – Sustainability does not use fixed per-item amounts. Instead, it applies a flat 70% subsidy rate on eligible costs, for a project totalling between €3,000 and €25,000 excl. VAT.

A project under €3,000 excl. VAT is not eligible. A project above €25,000 excl. VAT is only funded up to the cap — the excess stays entirely at your cost, with no reduction of the 70% rate on the eligible tranche. The 70% reimbursement comes after you’ve paid the final invoice. There is no direct pre-financing by the State: your business needs the cash flow to advance the full project cost, or a bridge financing solution (see stackable grants below).

The Sustainability package covers four intervention areas. Energy renovation of business premises mainly falls under the Energy pillar, but can be combined with others in the same application.
Energy — the most common pillar for premises renovation
This pillar funds tools that cut your premises’ energy consumption. It often starts with an energy audit, then can cover thermal insulation of the building envelope (roof, walls, dock doors for a warehouse), LED lighting with presence detectors, smart heating and cooling regulation, a commercial heat pump replacing a fossil boiler, dual-flow ventilation with heat recovery, or an energy management system (EMS) for a production site.
Water — reducing consumption
This can fund water-efficient fittings and sanitary equipment, a rainwater harvesting system for professional use, leak detection, or process water recycling for industrial or hospitality activities.
Waste — management and circularity
Typical projects include sorting tools, compactors, waste recovery or reuse solutions, support to reduce packaging, or circular economy initiatives for a material flow specific to your activity.
Carbon footprint — measure before acting
This pillar funds a full carbon assessment (scopes 1, 2, sometimes 3) along with a prioritised, costed decarbonisation action plan. It’s often the first step to recommend before undertaking energy renovation works, since it identifies which measures pay off fastest.

Step-by-step guide to obtaining SME Packages Sustainability
Book the mandatory pre-analysis
Contact the House of Sustainability ([email protected], +352 42 39 39 450) if you’re not a craft business, or eHandwierk ([email protected], +352 42 67 67 305) if you are.
Define your project and select a provider
Get a detailed quote for your energy renovation project, between €3,000 and €25,000 excl. VAT. Compare several quotes if possible.
Complete and submit the application form
Your advisor helps complete the grant application, attaches your quote and eligibility proof, then submits the file to the Validation Committee.
Wait for Committee approval before committing
The Committee — both Chambers, Luxinnovation, Klima-Agence and the Ministry of the Economy — reviews the file. Do not sign a final order before receiving approval: doing so can jeopardise eligibility.
Confirm the quote and carry out the works
Once approved, formally confirm the quote and start the works. Keep all invoices and delivery notes.
Attend the closing evaluation meeting
A meeting with your advisor evaluates results (savings, satisfaction) and formally closes the file.
Pay the final invoice and receive your reimbursement
Pay the final invoice, submit proof of payment. The Ministry pays the 70% grant directly to the company’s account.

Signing a quote or ordering before Committee approval
The most frequent and costly mistake. A contractual commitment before official approval can result in outright refusal of the grant.
Skipping the pre-analysis step
The pre-analysis is mandatory, not a formality. Without it, your application is not admissible.
Submitting a quote outside the €3,000–25,000 range
Below €3,000, the quote is rejected automatically. Above €25,000, only the capped amount is funded, with no exceptions.
