SME Packages Digital & AI 2026: digitalisation and AI grants for construction and renovation companies in Luxembourg

A showcase website with a project portfolio, online quote requests, site management software, electronic invoicing, or first artificial intelligence tools to automate quantity surveying and scheduling: the Ministry of the Economy funds 70% of eligible costs for these projects through two distinct schemes, SME Packages โ€“ Digital and SME Packages โ€“ AI. For a project between โ‚ฌ3,000 and โ‚ฌ25,000 excl. VAT, each package can bring up to โ‚ฌ17,500 โ€” and a business can apply for both, one after the other. This guide, based exclusively on official Ministry of the Economy and Guichet.lu sources, covers amounts, eligible measures for construction companies, conditions and the process to follow.

Digital and AI: two distinct packages, one support logic

The SME Packages scheme, run by the Ministry of the Economy with the Chamber of Commerce and the Chamber of Skilled Trades, now has five strands. The first two โ€” Digital and Service โ€” have existed since 2019. Sustainability followed in 2022. AI and Cybersecurity are the newest: announced in 2024 and operational since 11 March 2025, at the Future Ready Days event.

For a construction, renovation or building trades company, the two packages meet complementary needs: Digital for the company’s website, management and invoicing; AI to automate repetitive tasks (quantity surveying, quotes, scheduling, customer service). According to the Ministry of the Economy, businesses can apply for several packages once a package is completed โ€” so nothing stops you funding a digital project this year, then an AI project the next.

Exact amounts and grant calculation

Both packages use the same mechanism: a 70% subsidy on eligible costs, for a project totalling between โ‚ฌ3,000 and โ‚ฌ25,000 excl. VAT.

Some older materials (leaflets, launch communications) mention a different quote range or a flat โ‚ฌ5,000 grant. These reflect the regime prior to 2024. The current rule is 70% for a project of โ‚ฌ3,000โ€“25,000 excl. VAT, capped at โ‚ฌ17,500. Always check your source’s update date and prioritise Guichet.lu.

SME Packages Digital for a construction or renovation company

The Digital package officially covers three areas: digital marketing, management system and electronic invoicing. Here’s how these translate concretely for a construction, structural work, finishing trades or renovation company.

1

Digital marketing โ€” creating or improving your website, social media campaigns

For a construction company, this covers redesigning or building a professional website showcasing your projects, certifications and service areas, plus social media campaigns to show ongoing and completed sites.

2

Management system โ€” cash register, sector-specific software, ERP

The most relevant area for most construction businesses: site management software, team and job scheduling, quote and invoice tracking, materials inventory management, or a construction-specific ERP.

3

Electronic invoicing โ€” an ERP system with an e-invoicing module

This area funds setting up electronic invoicing โ€” increasingly relevant as Luxembourg progressively rolls out mandatory e-invoicing in B2B and public administration relations.

๐Ÿ’ก Why digitalisation matters especially in construction

Construction companies juggle multiple sites, mobile teams and often complex subcontracting chains. The right management tool reduces scheduling errors, speeds up client invoicing, and professionalises the company’s image for prospects increasingly searching for contractors online.

SME Packages AI for a construction or renovation company

According to the Ministry of the Economy, SME Packages โ€“ AI helps SMEs take their first steps towards artificial intelligence and receive simple, easy-to-implement solutions to integrate it into their processes. Unlike Digital, this package is very recent (operational since March 2025) and deliberately broad in scope.

1

Automating repetitive administrative tasks

For a construction company: quote-drafting assistance tools, automatic supplier invoice sorting, or AI-assisted site report generation.

2

Customer relations and appointment booking

A conversational assistant can qualify incoming enquiries, answer prospects’ frequent questions, or help book an initial on-site diagnosis, freeing up time for the teams running the sites.

3

Scheduling and resource optimisation assistance

Some tools also help plan teams and jobs across several sites at once, taking into account availability, equipment and deadlines.

โš ๏ธ SME Packages AI isn’t the only AI scheme in Luxembourg

Alongside SME Packages AI, Luxinnovation runs Fit 4 AI, for larger strategic AI assessment projects. SME Packages AI suits businesses that already have a concrete use case and want to implement it quickly; Fit 4 AI is more upstream, for defining an AI strategy. Ask your advisor which scheme fits your project.

Before building your SME Packages application, let’s talk through your digital or AI project. Renov.lu combines digital and construction expertise to help you scope it.

Construction: a naturally eligible sector

The vast majority of construction and renovation companies โ€” masonry, structural work, carpentry, roofing, plumbing, heating/sanitary, electrical, joinery, painting, flooring, insulation โ€” are craft businesses under the Chamber of Skilled Trades, and as such fully eligible for SME Packages Digital and AI, subject to SME criteria and a valid business permit.

๐Ÿ’ก Craft or non-craft: check your status

Your craft-business status determines your contact point (eHandwierk rather than House of Entrepreneurship). If in doubt, the Chamber of Skilled Trades can confirm whether your activity falls under its trade register.

Combining Digital and AI in your construction business

Contrary to what one might think, a single business isn’t limited to one SME Package. The Ministry of the Economy explicitly states that businesses can apply for several packages once a package is completed. Concretely, a renovation company can:

1

Year 1 โ€” SME Packages Digital

Fund a website redesign and site management software: up to โ‚ฌ17,500 in aid.

2

Once that file is closed โ€” SME Packages AI

Fund an AI assistant for customer relations or quote automation: up to โ‚ฌ17,500 more.

Overall, a business structuring its approach across two successive projects can obtain up to โ‚ฌ35,000 in combined grants for its digital transformation.

โš ๏ธ One file at a time

Stacking applies package by package and sequentially: a project must be closed (implementation completed, evaluation done) before a new application for another package can be filed.

Step-by-step application guide

1

Identify your contact point

Craft business (most of the construction sector) โ†’ eHandwierk, Chamber of Skilled Trades ([email protected], +352 42 67 67 305). Non-craft business โ†’ House of Entrepreneurship, Chamber of Commerce.

2

Complete the mandatory pre-analysis

An advisor assesses your current digital or AI situation and identifies priority actions.

3

Choose your provider and define a quote

Between โ‚ฌ3,000 and โ‚ฌ25,000 excl. VAT, matching a concrete project.

4

Get your application validated before committing

Your advisor submits the form to the Ministry for review. Wait for official notification before placing a final order.

5

Carry out the project with your provider

Keep all invoices.

6

Attend the closing evaluation

A meeting closes the file โ€” allowing you to apply for a second package if needed.

7

Pay and receive reimbursement

Pay the final invoice, submit proof of payment, and receive the 70% grant from the Ministry.

Critical mistakes to avoid

โœ—

Committing to a provider before file validation

A premature contractual commitment can jeopardise eligibility.

โœ—

Contacting the wrong entry point (eHandwierk vs House of Entrepreneurship)

A craft construction business contacting House of Entrepreneurship directly wastes time; eHandwierk is correct.

โœ—

Mixing up Digital and AI in one application

These are two separate files. Clarify with your advisor which package fits your project.

โœ—

Trying to file two applications in parallel

Stacking works sequentially: one project must close before starting a second.

โœ—

Submitting a vague or out-of-range quote

A quote outside โ‚ฌ3,000โ€“25,000 excl. VAT, or too vague to identify the funded project, slows or jeopardises validation.
