Commercial premises renovation in Luxembourg: works, grants and procedures 2026

Cutting energy costs, improving staff comfort, adding building value and anticipating performance obligations: renovating your business premises is a strategic investment. Unlike private individuals, a business does not use the Klimabonus but a set of dedicated schemes: SME Packages Sustainability (70%, up to โ‚ฌ17,500), the environmental protection aid regime, the general SME regime and the 18% investment tax credit. This guide covers priority works, grants, the tertiary energy passport, recoverable VAT and procedures.

Why renovate your business premises?

1

Cut high energy costs

Heating, lighting, cooling and process account for a large share of operating costs. A well-run energy renovation cuts these durably, with a direct impact on your margin.

2

Anticipate performance obligations (EPBD)

The EU directive requires renovating the worst-performing 16% of non-residential buildings by 2030, then 26% by 2033. Acting now avoids being forced under pressure and secures your asset value.

3

Improve comfort and appeal

Comfortable, bright, well-tempered premises improve productivity, reduce absenteeism and strengthen your employer brand and customer image.

4

Add real-estate value

A high-performance building with a good energy passport rents and sells better. Renovation is a property investment as much as an energy one.

๐Ÿ’ก A business building, not a home

Business premises renovation uses business aid, not the residential Klimabonus. For technical aspects by work type, our energy renovation guide remains a useful reference.

Priority works

An effective project follows a logic: tackle the envelope and highest-return items first, then equipment. Here are the levers for a tertiary building.

WorksBenefitPriority
Envelope insulation (roof, walls, dock doors)Lower losses, comfortHigh
LED lighting + detectionVery fast ROI, immediate savingsHigh
Heat pump (fossil replacement)Decarbonisation, โˆ’ 50 to 75% heating billHigh
Dual-flow ventilationAir quality, heat recoveryMedium
High-performance windows/glazingComfort, lower lossesMedium
Control / BMSSmart control, savings without heavy worksMedium
Solar PVOn-site production, independenceRoof-dependent

Depending on your activity, other solutions complement the project: business air conditioning and business EV charging.

๐Ÿ’ก Start with an audit

An energy audit identifies the highest-return items for your building and activity. It’s the recommended first step โ€” it avoids investing in the wrong order and conditions access to some grants.

๐Ÿ“‹ Choose the right scheme

For an efficiency project under โ‚ฌ25,000 excl. VAT (audit + lighting + control), SME Packages covers 70% simply. For larger works, the environmental regime or general SME regime take over. The full SME Packages procedure is on our SME grants page. Mind the de minimis rule: total public aid is capped at โ‚ฌ300,000 over three rolling fiscal years.

๐Ÿ’ก The 3% VAT does not apply to commercial premises

The 3% super-reduced rate is for dwellings. Your business premises are invoiced at 17%, but your VAT-registered business recovers that VAT. Always think in amounts excl. VAT.

Energy passport for functional buildings

The energy passport (energy performance certificate) for functional โ€” i.e. non-residential โ€” buildings is a key document in business renovation. Our energy passport guide explains the method and how to read the classes.

Mandatory onConstruction, extension, substantial transformation, sale, change of owner or tenant
ExemptionIf less than 10% of the envelope surface is affected, OR if technical works cost under โ‚ฌ3,000

๐Ÿ’ก A steering tool, not just an obligation

Beyond the obligation, the energy passport ranks your building’s weaknesses and guides the highest-return works. It also documents expected gains, useful for an aid application.

Authorisations and permits

1

Building permit or works declaration

Any construction, transformation or demolition generally requires a building permit from your commune’s mayor. Minor works not affecting structure, faรงade or use may fall under a simple works declaration or be exempt. Rules vary by commune (PAG, building regulation).

2

Classified establishments (commodo/incommodo)

Some technical installations (cold production, boiler room, process) may fall under classified-establishment law by power. Verify at the study stage.

3

Co-ownership and commercial lease

As a tenant, landlord consent may be needed by work type. In co-ownership, some works on common areas require an assembly decision.

โš ๏ธ Verify before committing

Thresholds and requirements depend on the commune, building type and works. Your renovation firm, architect and commune confirm the applicable procedures.

Your project step by step

1

Audit and energy passport

Establish an audit and, if required, the energy passport to identify and prioritise works.

2

Prioritisation and quotes

Compare several quotes for the chosen works. Support from an advisor (House of Sustainability, Luxinnovation) helps scope the project and aid.

3

Apply for aid BEFORE works

File the aid application (SME Packages, environmental or SME regime) and wait for approval before starting.

4

Authorisations

Obtain the building permit or file the works declaration with the commune.

5

Execution

Have the works carried out by qualified firms. Keep all invoices and proofs.

6

Handover and payout

Accept the works, pay invoices and submit proofs for aid payout.

Mistakes to avoid

โœ—

Relying on the Klimabonus

The Klimabonus is residential. Your business premises use other regimes (SME Packages, environmental, SME).

โœ—

Starting works before aid approval

The application must precede the start โ€” the main cause of losing aid.

โœ—

Renovating without audit or prioritisation

Investing in the wrong order (equipment before envelope) reduces overall return. Start with an audit.

โœ—

Forgetting the energy passport and permits

Some works trigger the passport obligation and a permit. Verify upfront to avoid blockers.

โœ—

Exceeding the de minimis cap unknowingly

Total public aid is capped at โ‚ฌ300,000 over three years. Declare any aid already received.

FAQ

What grants for renovating business premises?

A business doesn’t use the Klimabonus. It uses SME Packages Sustainability (70%, max โ‚ฌ17,500), the environmental protection regime (efficiency and renewable, by size), the general SME regime (20% small / 10% medium) and the 18% investment tax credit.

Does the 3% VAT apply to commercial premises?

No. The 3% rate is for dwellings. Commercial premises are invoiced at 17%, recovered by the VAT-registered business. VAT is neutral.

Is an energy passport mandatory for a business building?

Yes, on construction, extension, substantial transformation, sale or change of owner or tenant. Exemption if under 10% of the envelope is affected or technical works cost under โ‚ฌ3,000. Valid 10 years.

Is a permit needed to renovate business premises?

It depends on the works and commune. A building permit is generally required for any construction, transformation or demolition; minor works may fall under a simple declaration. Rules are communal.

Where to start a business energy renovation?

With an energy audit identifying the highest-return items. Then prioritise the envelope (insulation), LED lighting and heating (heat pump), before complementary equipment.

Can a tenant renovate and get aid?

Yes, business aid funds investments made for the activity, whether owner or tenant. Landlord consent may be needed by work type.
