The Renov.lu air-conditioning simulator estimates the cooling capacity needed (kW), the installation budget (install included), the energy cost and the feasibility of your air conditioning or air-to-air heat pump project in Luxembourg. Note: air conditioning (air-to-air heat pump) is not eligible for the Klimabonus and is not covered by the 3% housing VAT rate: it is invoiced at the standard 17% VAT rate.
How much cooling power per m²?
Allow roughly 60 to 100 W of cooling per m² depending on insulation, exposure and ceiling height. Benchmarks for average insulation in Luxembourg:

Consumption and energy cost
Modern units have a SEER of 6 to 8: they deliver 6 to 8 kWh of cooling per kWh of electricity. With electricity at ~€0.26/kWh (typical Luxembourg household, 2026) and mild summers, expect typically €20 to €40/month in summer for a well-sized home.
Permits and obligations
The installation must be carried out by an F-Gas certified company. For the outdoor unit, your commune's regulation applies: exemption, declaration or permit from the mayor. In co-ownership, a vote of the general meeting is required (majority of the votes of all co-owners, Art. 16 b of the Law of 16 May 1975). Noise: generally ≤ 40 dB(A) (LAeq,1h) at the boundary of the nearest buildable neighbouring plot under the model building regulation; check with the schallrechner.lu calculator and your commune's regulation. Refrigerant: from 1 January 2029, new air-to-air splits of up to 12 kW using a refrigerant with a GWP ≥ 150, such as R32, can no longer be placed on the market (Regulation (EU) 2024/573).

How much does air conditioning cost in Luxembourg in 2026?

Air conditioning (air-to-air) or an air-to-water heat pump?
Air-to-air cools (and heats as a backup) with no State grant. To heat the whole home and replace a boiler, choose an air-to-water heat pump, eligible for the Klimabonus depending on your situation: up to €12,000 for a house replacing fossil-fuel or direct electric heating (temporary increase until 30 June 2027, for an agreement-in-principle application or a heat-pump order placed before that date; €10,000 afterwards).
